NYCEDC invites engineering and design firms engaged in marine infrastructure to submit proposals for the provision of design and environmental services in connection with NYCEDC’s execution of its Marine Highway Project, partially funded by the US Department of Transportation Maritime Administration (MARAD).

NYCEDC is dedicated to expanding economic opportunities through the
development of its various assets, which include waterfront activation projects supporting America’s Marine Highway Program. Increasing the capacity of NYCEDC-managed docks and piers for freight transit supports NYCEDC objectives of improving transport in the City’s waterways, reducing emissions from truck-based transportation, and decreasing wear and tear on the City’s roads.

NYCEDC seeks firms experienced in marine engineering to design infrastructure improvements on waterfront sites located in Manhattan, Brooklyn, and the Bronx that will support freight vessel transit and cargo transloading in such sites. Selected firms will also be engaged to execute a NEPA environmental review in parallel with the design engineering tasks.

NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, the overall experience of the respondent firm, the experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, and the proposed fee.

Respondents may submit questions and/or request clarifications from NYCEDC no later than 5pm on Tuesday, February 27, 2024. Questions regarding the subject matter of this RFP should be directed to MarineHighwayDesignRFP@edc.nyc . Answers to all questions will be posted by Tuesday, March 5, 2024. Questions regarding the subject matter of this RFP will not be accepted after 5pm on Tuesday, February 27, 2024, however, technical questions pertaining to downloading and submitting proposals to this RFP may be directed to RFPRequest@edc.nyc on or before Thursday, March 21, 2024.

Submission Requirements

Detailed submission guidelines and requirements are outlined in the RFP, available as of Friday, February 9, 2024.  Please note that there was a clerical error in estimating the reduction in truck miles traveled as a result of activating the marine highway network.  The projected benefits have been removed and will be updated. Please refer to Addendum 1.
