Project Description: Contractor shall provide bus transportation at the College of Staten Island (“College” or “CSI”) of the City University of New York (“University”) to transport the College’s students, faculty, and staff as set forth in greater detail below. Contractor shall provide shuttle service to and from the Staten Island Ferry to the College of Staten Island (“Ferry Shuttle Service”) at designated points on the CSI Campus, as well as accessibility bus services within the campus to meet ADA requirements (“Accessibility Bus Service”) The Ferry Shuttle Service and Accessibility Bus Service described herein are referred to collectively as the “Services.”

The Procurement Lobbying Act (PLA) Applies to this Solicitation.

Compliance Procurement Lobbying Act
Required Forms: Vendor shall complete, sign and submit the following forms if they are selected.
1. “Offerer’s Affirmation of Understanding of and Agreement pursuant to State Finance Law § 139-j (3) and § 139-j (6) (b)”
2. “Offerer’s Disclosure of Prior Non-Responsibility Determinations and Certification of Compliance with State Finance Law §139-j and §139-k”.

Under the requirements of the State Procurement Lobbying Act all communications regarding advertised projects are to be channeled through the Office of the Executive Director of Strategic Sourcing and Chief Procurement Officer (*Designated Contacts). Until a designation is made, communication with any other CUNY employees concerning this project that is determined to be an attempt to influence the procurement may result in disqualification.

Contact with CUNY:
Under the requirements of the PLA, all communications regarding advertised projects are to be channeled through the Designated Contact. Communication with respect to this procurement initiated by or on behalf of an interested vendor through others than the Designated Contact may constitute an “impermissible contact” under NYS law
and could result in disqualification of that vendor.
