Description: REQUEST FOR PROPOSALS DRIVER MODE SHIFT SURVEY FOR NEW YORK’S CAPITAL REGION issued by Capital Region Transportation Council Albany, N.Y. March 25, 2024 The Capital Region Transportation Council (Transportation Council) is the designated Metropolitan Planning Organization (MPO) carrying out federal requirements for cooperative transportation planning and programming in Albany, Rensselaer, Saratoga, and Schenectady Counties (except for the Town of Moreau and the Village of South Glens Falls) in New York State. The Transportation Council is requesting proposals from qualified firms or individuals to undertake the Driver Mode Shift Survey for New York’s Capital Region. The project purpose is to design, implement, and analyze the results of a regional Driver Mode Shift Survey to identify factors that motivate drivers’ mode choices and under what circumstances those choices may shift. The survey will support regional Transportation Demand Management (TDM) planning and program development. This RFP was revised since its January 8, 2024 release to remove requirements related to oversampling and administering the survey in multiple languages. The study is being funded by the Transportation Council through its 2024-25 Unified Planning Work Program. The survey has a fixed budget of $60,000 for consultant services. The Transportation Council will administer the consultant contract and would like to see this study completed within 8 calendar months from the date of contract execution. Rima Shamieh will serve as the project manager and will be the primary contact for technical and administration questions.
