The New York State Office of General Services is seeking a vendor to provide satellite services for the OGS Digital Media Services Center.

The Contractor must provide a 24/7/365, full-time “transponder protected service” for an 18 MHz, Ku-band transponder to complete the link between NYS and the many distribution locations serviced within New York State.

Minimum Bidder qualifications are as follows:

1. Bidder must be a bonafide satellite communications company having provided mission critical solutions for the distribution of video and data to broadcast clients, including government or military clients.
2. The primary Spacecraft Control Center and the primary Satellite Access Center shall be located in the continental United States of America.

a.) Bidder must have at least four years’ experience, consecutively, of providing satellite service of similar capacity as that is required by this solicitation;

or

b.) Bidder is to supply information confirming that Bidder’s senior management personnel has been actively and normally engaged cumulatively for the Bidder and another firm or firms in which they also served as senior management personnel, for at least the past four consecutive years in satellite service of similar capacity as that required by this solicitation. Provided, however, that in the case of the latter situation, the Bidder must have been in business, and providing satellite service of similar capacity as that required by this solicitation for at least the past six months.

OGS’ determination as to whether subject personnel serve or served in senior management positions shall be final.
