Description: The Office of Resilient Homes and Communities of the Housing Trust Fund Corporation seeks Technical Assistance Services to assist with the administration and implementation of the Hurricane Ida long-term recovery and resiliency programs in connection with its administration of U.S. Department of Housing and Urban Development (HUD) CDBG-DR funds appropriated by the Disaster Relief Appropriations Act, 2013 (Pub. L. 113-2). This request for proposals (RFP) is issued in accordance with HTFC’s Procurement and Contract Guidelines and in compliance with Section 2879a of the New York State Public Authorities Law. The purpose of this RFP is to obtain proposals from vendors (Respondents or Proposers) and to award a contract for an initial contract period of three (3) years with two (2) one (1) year extensions, if needed, to provide planning, technical and professional services for the CDBG-DR funded Hurricane Ida long-term recovery and resiliency programs, which are managed by RHC and consist of the following programs: (1) Ida Housing Recovery and Reimbursement (IHRR); (2) Resilient Investments through Support and Capital (RISC); (3) Renters Resilient Housing Initiative (RRHI); and (4) Affordable Housing Resiliency Initiative (AHRI).

The planning, technical and professional scope of services are detailed in section 8 of this RFP. Respondents to this RFP should thoroughly review the New York State Action Plan for Community Development Block Grant Disaster Recovery and all amendments thereto, as well as all Federal Register notices related to the CDBG-DR funds.
