Notice is hereby given that the County of Putnam will accept sealed bids for:

RFB-20-23 - Completion of PIN 8757.48 – Peekskill Hollow Road (CR 21) Reconstruction

The Owner is the County of Putnam and the work site is located in the Town of Putnam Valley.

The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following: pavement rehabilitation, new drainage infrastructure, a new traffic signal and bridge rehabilitation of BIN 3345650 and BIN 3345680. Additional work includes sidewalk ramps, signing, striping and site restoration along Peekskill Hollow Road (CR 21) for approximately 0.75 miles and Oscawana Lake Road (CR 20) for approximately 250 ft in the Town of Cortlandt, Westchester County and the Town of Putnam Valley, Putnam County.

This is a Federal Aid Project and the May 1, 2017 Standard Specifications (Metric Units) and accompanying Standard Sheets, excepting the Section 100 Rider attached herein which supersedes and replaces Section 100 of the May 1, 2017 Standard Specifications (Metric Units), shall be considered to be in effect. All pay items and work encountered during the course of the contract shall be subject to the applicable Standard Specifications (Metric Units), the Section 100 Rider and Standard Sheets, unless otherwise noted in the contract documents.

The DBE goal for this project is: 10%

There are no M/WBE goals for this project.

The EEO Employment goals for this project are:

The use of the NYSDOT approved civil rights reporting software, Equitable Business Opportunities (EBO), is required. Access authorization to EBO can be found at https://ebo.dot.ny.gov/

No residential or geographical restrictions will be in effect for this project.

Applicable Federal requirements take precedence over State and local requirements unless State and local requirements are deemed to be more stringent.

Sealed Proposals will be received by the Putnam County Purchasing Department, at 40 Gleneida Avenue, Room 105, Carmel, NY 10512, up to and including 1 p.m. on Wednesday, May 24, 2023, at which time they will be opened and read aloud.

The County of Putnam officially distributes bidding documents from the Putnam County Purchasing Department or through the Empire State Purchasing Group’s Regional Bid Notification System. Copies of bidding documents obtained from any other source are not considered official copies. If you have obtained the documents from a source other than the Putnam County Purchasing Department or the Empire State Purchasing Group’s Regional Bid Notification System, it is recommended that you obtain an official copy.

Only those bidders who obtain bidding documents from either the Putnam County Purchasing Department or the Regional Bid Notification System are guaranteed to receive addendum information if such information is issued. All addenda so issued shall become part of the Contract Documents. Bidders must acknowledge receipt of all addenda by signing and dating the Acknowledgement of Receipt of Addenda form. Failure of any Bidder to receive any such addendum or interpretation shall not relieve such Bidder from any obligation under this bid submittal.

The County of Putnam intends to hold a pre-bid meeting with potential bidders to review the project. The pre-bid meeting will take place on Friday, May 12th at 10 am at the Putnam County Bureau of Emergency Services Auditorium, 112 Old Route 6, Carmel, NY 10512. Bidders are strongly encouraged to attend.

Questions can be directed, in writing, to Alexis Hawley, Putnam County Purchasing Department, 40 Gleneida Avenue, Room 105, Carmel, NY 10512 or via email to alexis.hawley@putnamcountyny.gov . Questions will be accepted up until seven (7) days prior to the bid opening date. Bidders shall promptly notify the Purchasing Department of any errors, omissions, conflicts, ambiguity, etc. in/among the contract documents.

All bids submitted must include the Non-Collusive Bidding Certification form, the Offeror Disclosure of Prior Non-Responsibility Determination form and the combined certification form in addition to all other forms, certifications and documents as noted.

This is a unit price bid. No bidder may withdraw his/her bid within forty-five (45) calendar days after the actual date of the opening thereof.

Each proposal shall be accompanied by a certified check or by a bid bond executed by a surety company acceptable to the County of Putnam, in an amount not less than five percent (5%) of the amount bid, made out to the “Commissioner of Finance of Putnam County”.

Successful bidder will be expected to provide performance and payment bonds, insurance documents and to faithfully execute a contract with Putnam County.

The successful Bidder and all on-site subcontractors must have an approved CCA-2 on file with NYSDOT at time of bid proposal submission. Bidders may find the CCA-2 forms and instructions for completion online at:

The successful bidder will be required to comply with all provisions of the Federal Government Equal Employment Opportunity clauses issued by the Secretary of Labor on May 2, 1968 and published in the Federal Register (41 CFR Part 60-1, 33 F.2 7804).

This project is subject to New York State Department of Labor Prevailing Wage Rates PRC# 2023004749 and Federal Davis-Bacon Labor rates. The higher of the two must be paid by the successful bidder.

This project is subject to a Project Labor Agreement.

The County reserves the right to waive any minor informality in bidding and to reject any or all bids.

Bidders are also advised that all work related to the completion of the two bridges must be commenced by the awarded bidder immediately upon issuance of Notice to Proceed. The sequence should prioritize the completion of BIN 3345650 followed by the completion of BIN 3345680, however the completion of both structures may be progressed concurrently at the discretion of the awarded contractor. No matter, the two bridges must be completed no later than 120 days from the issuance of the Notice to Proceed. The completion of the remainder of the work can be progressed concurrently with the bridges or at the contractor’s discretion. All work under the contract must be completed within 365 calendar days from issuance of Notice to Proceed, exclusive of any approved project shutdown.

A pre-construction meeting including, but not limited to, the Contractor, the County, the County's representatives and the NYSDOT Local Projects Construction Liaison will be required before the issuance of the Notice to Proceed.

The New York State Department of Transportation, in accordance with Title VI of the Civil Rights Act of 1964, 78 State. 252, 42 USC 2000d to 2000d-4 and Title 49 Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation and Title 23 Code of Federal Regulations, Part 200, Title VI Program and Related Statuses, as amended, issued pursuant to such Act, hereby notified all who respond to the related solicitation, request for proposal or invitation to bid that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, disability/handicap and income status in consideration of award.
