The Capital Regional Transportation Council is the designated Metropolitan Planning Organization (MPO) carrying out federal requirements for cooperative transportation planning and programming within the metropolitan area that includes Albany, Rensselaer, Saratoga, and Schenectady Counties, except the Town of Moreau and the Village of South Glens Falls. The Albany County Broadway Multimodal Resiliency Plan was proposed by Albany County. Broadway (NY Route 32) is a critical transportation link that provides multi-modal connections from Albany to Watervliet. The Multimodal Resiliency Plan will identify and evaluate design concepts that improve and strengthen multi-modal transportation facilities and connectivity, increase the urban forest / tree cover, and integrate green infrastructure treatments along the corridor. Concepts should focus on the integration of natural systems and transportation systems to manage stormwater, improve air quality, reduce heat stress, and expand the interconnectivity of active transportation and transit to promote viable low-carbon transportation choices. Recommended design concepts must be proven and effective strategies for improving climate resilience and should be vetted through a robust public engagement process that involves municipal officials, stakeholders, and the public. The study is being funded by Albany County, the Capital District Transportation Authority, and the Transportation Council through its 2023-2024 Unified Planning Work Program. It is part of an effort to implement the Transportation Council’s Metropolitan Transportation Plan, New Visions 2050. The study has a fixed budget of $115,000 for consultant services. The Transportation Council, on behalf of Albany County, will administer the Consultant contract and will jointly manage the study with the County. The Transportation Council is issuing this Request for Expressions of Interest (REI) to qualified firms or individuals to undertake the Resiliency Plan. Jen Ceponis will serve as the project manager and will be the primary contact for technical and administration questions.
