Description:

Located in Syracuse, New York, SUNY Upstate Medical University (the “Hospital”) desires to enter into an agreement with a contractor to provide radiographical imaging software with artificial intelligence post-processing capabilities. The imaging software would be used to post-process images produced from CT and MRI images with the goal of augmenting patient treatment decisions. Artificial intelligence (AI) and/or machine learning should be applied post-processing to produce results. Results should be available electronically via a mobile application, desktop, or vial email. This AI software would be used by multiple programs including but not limited to: stroke programs, neurosurgical programs, and pulmonary embolism response teams.

Through the use of the AI imaging software, Hospital programs will be utilized post-processed data and images to enhance treatment-making decisions. The software will drive significant outcomes, including improved efficiency, increased revenue through expanded treatments windows/criteria, and enhanced patient outcomes, safety, and satisfaction.

Contractor shall ensure that all services provided pursuant to any Resulting Agreement are in accordance with the rules and regulations of the Hospital (including department specific policies and procedures), the Hospital medical staff Bylaws, all applicable Federal and New York State laws and regulations, and in compliance with all applicable standards promulgated by the Hospital’s current Centers for Medicare and Medicaid Services (CMS) Approved Accreditation Organization and all other appropriate public or private licensing or accrediting organizations.

Minimum Qualifications for Eligible Organizations:

  • Contractor must be eligible to do business with New York State;
  • Contractor must provide CT Perfusion, LVO, ICH, and cryptogenic stroke modules
  • Contractor must provide aneurysm and subdural monitoring module
  • Contractor must provide pulmonary embolism and aortic modules
  • Contractor must provide consistent clinical protocols and historical data, the ability to track and measure key performance metrics and goals consistently and in one place, and the ability to implement process standardization and departmental benchmarking and best practices;
  • Contractor must be able to help fully leverage and implement the technology and provide on-site and virtual consulting services, including, but not limited to, training of radiographical and medical staff and hospital administrators; setting up and training on data analysis capabilities and protocols; and ongoing maintenance and updates of operating systems;
  • Contractor software should integrate smoothly and transparently with EPIC Systems EMR or current EMR in use.
  • Contractor must have smart device application with the ability to: view and manipulate PACS images (without image delay)
  • Contractor must have smart device application with the ability to communicate care information to the entire team.
  • Contractors smart device application must provide intuitive one finger swipe/motion for windowing and two finger zoom in/out capabilities
  • Contractor must be able to provide functional ICH and subdural blood volume automation measurement within smart device application
  • Contractor smart device application must allow for 3D rendering allowing views from additional angle beyond axial, coronal, and sagittal views
  • Contractor smart device application must allow for custom windowing using one finger swiping
  • Contractor smart device application must allow for intuitive patient/list management with options to view by patient, saved cases, team communication lists, etc.

How to Apply:

To indicate interest in and eligibility to provide these services, interested eligible Contractors should submit a completed Checklist and Application Cover Sheet (available under the “Documents” tab) and no more than a four (4) page Letter of Interest describing the Contractor’s background, capacity and experience that demonstrates and affirms its ability to conduct the activities as described above during the anticipated contract term. These documents must be submitted via email to graziank@upstate.edu no later than 2:00pm EST on Tuesday, November 1 st , 2022.

This procurement is subject to New York State Finance Law §139-j and §139-k, also known as the Lobbying Law. Therefore, vendors are cautioned that the only permissible contact for this procurement is the individual(s) listed as the primary contact. Contacting any other individuals at Upstate in connection with this advertisement may constitute a violation of the New York State Finance Law. Failure to comply with this requirement can range from no contract award to debarment from sales to any New York State agency. The successful contractor will be required to submit applicable documents related to Vendor Responsibility, New York State Finance Law §139-j and §139-k, and New York State's Tax Law §5-a. The successful contractor will be required to submit valid and current New York State Workers' Compensation and Disability Benefits insurance certificates.
