Description of goods to services to be bid:

NYSERDA seeks a contractor or contractors will be selected to support New York City Authorities Having Jurisdiction (AHJ) in reviewing battery energy storage system safety data and identifying opportunities to streamline and implement the City’s permitting process for battery energy storage systems in New York City for an initial period of one year, with NYSERDA reserving the option to extend the contract based on the performance of the contractor(s) and the continued need for the work. Contractor services will be similar to staff augmentation, with the possibility of contractor(s) working from Department of Buildings (DOB) and the Fire Department of the City of New York (FDNY) offices, depending on city and state remote work policies for the duration of the contract. Regardless of remote work status, the contractor(s) should plan to integrate thoroughly with DOB and FDNY agency staff.

Eligibility/Qualifications Requirements/Preferences:

Awards for this solicitation are supported by the Clean Energy Fund (CEF). Consequently, awards are limited to applicants with projects benefiting customers who pay the systems benefit charge (SBC) surcharge, the funding mechanism for the CEF, as part of their utility bills. All applicants with appropriate subject matter expertise, including but not limited to solar, wind, and energy storage developers; city, town, village, county, and tribal governments; research universities; non-governmental organizations; equipment manufacturers and vendors; trade and professional organizations; and consultants are eligible to apply. Teaming arrangements are acceptable, but a single applicant must be the lead and take sole responsibility for contracting with NYSERDA and meeting all contractual obligations. Participants must be willing to publicly share data, results, and lessons learned to benefit all New Yorkers.
