where such proposals will be publicly opened and read aloud. Proposals may be hand delivered or mailed to the above location and must be received at such time.

Scope of work:

  1. Project Overview: The scope of work involves the installation, modification, and reinstallation of the HVAC system at the specified location. The HVAC work will be carried out in compliance with local, state, and federal codes and regulations. The project includes all necessary permits, labor, materials, and equipment required to complete the HVAC scope as shown on the drawings.
  2. Removal, Relocation, and Reinstallation:
  • Remove existing HVAC equipment and systems as necessary.
  • Relocate equipment and systems to new designated locations, ensuring proper connections and functionality.
  • Reinstall existing equipment and systems as required, following manufacturer's instructions and industry best practices.
  1. Connections:
  • Establish connections to existing HVAC equipment and systems, ensuring compatibility and proper functioning.
  • Make connections to new equipment and systems as necessary, following manufacturer's instructions and code requirements.

  1. Modification of Existing HVAC and Ductwork:
  • Modify existing HVAC systems and associated ductwork to accommodate the new design and layout.
  • Ensure proper sizing, alignment, and sealing of ductwork for efficient and effective airflow.
  1. Cutting and Patching:
  • Perform necessary cutting and patching to remove existing work or install new HVAC components.
  • Ensure all cuts and patches are done professionally and seamlessly, maintaining the integrity of the surrounding structure.
  1. Cleaning and Testing:
  • Clean all HVAC equipment and systems, ensuring they are free from debris, dirt, and contaminants.
  • Conduct thorough testing of the HVAC system to verify proper operation, performance, and compliance with design requirements.
  1. Instruction to Owner's Personnel:
  • Provide comprehensive instruction and training to the owner's personnel regarding the operation and maintenance of the HVAC system.
  • Ensure that the owner's personnel are knowledgeable about the system's features, controls, and maintenance requirements.
  1. Coordination of Disruptions:
  • Coordinate and schedule all disruptions to existing services in advance with the owner's representatives.
  • Minimize disruptions to ongoing operations and ensure that all necessary precautions are taken to prevent any negative impact on the facility and its occupants.
  1. Duct and Material Installation:
  • Provide all necessary ductwork and materials required for the HVAC installation, adhering to the requirements of local, state, or federal codes.
  • Ensure proper sizing, insulation, and sealing of ductwork to meet efficiency and safety standards.
  1. Maintenance Manuals:
  • Provide maintenance manuals at substantial completion for all new equipment, including operating and maintenance data, submittals, warranties, diagrams, inspection reports, and valve lists.
  • Submit the maintenance manuals in a 3-ring binder or on a DVD format.
  • Provide the owner with two copies of the maintenance manuals.
  1. As-Built Drawings:
  • Prepare and provide accurate as-built drawings upon completion of the HVAC work.
  • The as-built drawings should reflect the final installed HVAC system and any modifications made during the project.

All work on this Contract is to be completed within 120 days after the date of the Notice to Proceed.

Section 143 of the State Finance Law requires payment of a deposit to receive these documents. Accordingly, a deposit check of $20.00, made payable to SUNY Upstate Medical University , is required. Deposits less than $50.00 are nonrefundable. Deposits will be waived for certified Minority and Women Owned and Service Disabled Veteran Owned Businesses.

(Under SFL 143 the campus has the option to waive the deposit requirement where bid documents “are made available and obtained electronically or in any non-paper form by the agency”. If the campus wishes to waive the deposit for all bidders, delete the above paragraph).

No pre-bid conference and project walk-through will be held. No individual walk?throughs will be provided.

Bids must be submitted in duplicate in accordance with the instructions contained in the Information for Bidders. Security will be required for each bid in an amount not less than five (5) percent of the Total Bid.

It is the policy of the State of New York and the State University of New York to encourage minority business enterprise participation in this project by contractors, subcontractors and suppliers, and all bidders are expected to cooperate in implementing this policy.

The State University of New York reserves the right to reject any or all bids.
