Description: The New York State Department of Environmental Conservation (Department) is seeking a new platform that will allow it to continue the Peconic Bay Trawl Survey. The Peconic Bay Trawl Survey is an annual juvenile fish and invertebrate trawl survey run annually since 1987. The survey has had one vessel in its 34+ year history, the David H. Wallace, which was built in 1982. The current vessel is 35 feet in length, with a beam of 11 feet 2 inches. The Department requires a replacement vessel of similar functionality to the current vessel to continue this survey into the future as it supports many mandated data needs. The survey requires strict adherence to standardized methodologies in order to maintain data integrity and allow management to compare current survey and historical data in making regulatory decisions. Pursuant to the State Finance Law Sections 139-j and 139-k, this RFP includes and imposes certain restrictions on communications between a Governmental Entity and a Potential Proposer during the procurement process.
