Description:

CUNY is releasing this Request for Proposals (“RFP”) to solicit proposals from well-qualified and licensed child care providers to operate a turnkey Child Development Center at Lehman College as further described in this RFP (“Child Care Services” or “Services”).
To be considered for Contract award, the Proposer and any Subcontractor(s) must meet the following minimum qualifications:
a.Proposer must have at least five (5) years of experience in providing similar services comparable in size, scope, and complexity to those required by the contract that results from this solicitation, for higher education institutions in size and scope similar to Lehman College.
b.Proposer must be authorized to do business in New York State (“NYS”) by the NYS Department of State;
c.Must be currently providing Child Care Services at least three (3) facilities licensed by the New York City Department of Health and Mental Hygiene (DOHMH).

The Procurement Lobbying Act (PLA) Applies to this Solicitation.

Compliance Procurement Lobbying Act
Required Forms: Vendor shall complete, sign and submit the following forms if they are selected.
1. “Offerer’s Affirmation of Understanding of and Agreement pursuant to State Finance Law § 139-j (3) and § 139-j (6) (b)”
2. “Offerer’s Disclosure of Prior Non-Responsibility Determinations and Certification of Compliance with State Finance Law §139-j and §139-k”.

Under the requirements of the State Procurement Lobbying Act all communications regarding advertised projects are to be channeled through the Office of the Executive Director of Strategic Sourcing and Chief Procurement Officer (*Designated Contacts). Until a designation is made, communication with any other CUNY employees concerning this project that is determined to be an attempt to influence the procurement may result in disqualification.

Contact with CUNY:
Under the requirements of the PLA, all communications regarding advertised projects are to be channeled through the Designated Contact. Communication with respect to this procurement initiated by or on behalf of an interested vendor through others than the Designated Contact may constitute an “impermissible contact” under NYS law
and could result in disqualification of that vendor.
