NOTICE TO BIDDERS

Sealed bids for New Park Office and Entrance Road Improvements at Stony Brook State Park, Town of Dansville, Steuben County, New York will be received by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP), via email at MidState.Capital.Procurement@parks.ny.gov . Electronically submitted bids must only be attached in PDF format– hyperlinks will not be accepted. Note: There is a 20MB limit when submitting attachments via email. If email is not an option for the bidder an alternate address will be provided upon written request to a designated contact. Deadline for bid submission is 1:00 PM local time, December 20, 2023. Sealed bids will be publicly opened and read via WebEx only at 1:30 PM local time, December 20, 2023. The Contract D number should be clearly marked in the subject line of your email, along with the words “BID SUBMISSION”. Each bid must be prepared and submitted in accordance with the Instructions to Bidders and must be accompanied by a scanned Bid Security in the form of a certified check, bank check, or bid bond in the amount of:

General Contract D006212: $215,000.00, Two Hundred Fifteen Thousand Dollars and 00/100.

Electrical Contract D006213: $30,000.00, Thirty Thousand Dollars and 00/100.

Mechanical Contract D006214: $4,000.00, Four Thousand Dollars and 00/100.

Plumbing Contract D006215: $6,000.00, Six Thousand Dollars and 00/100.

Note: The original hardcopy bid bonds for the two lowest bidders must be postmarked and sent via certified mail within 48 hours of receiving the bid summary from the Office.

General Construction Contract D006212: Provide all labor, material, and equipment necessary for the demolition of the existing Park Office and Contact Station with construction of a new Park Office and Contact Station, new parking lot, improvements to existing parking lots, roads, and trails, site utilities (potable water and sanitary waste), and miscellaneous site improvements as shown in the contract documents.

Engineer’s Estimate Range: $3,648,058.00 - $4,935,609.00

Electrical Contract D006213: Provide all labor, material, and equipment necessary for the installation of new wiring, switches, outlets, boxes, and light fixtures for new Park Office and Contact Station, enhanced testing and commissioning of the lighting systems as outlined, coordinate with NYSEG to facilitate providing new secondary metered power for the buildings, parking lots and site electrical work as shown in the contract documents.

Engineer’s Estimate Range: $516,862.00 - $699,283.00

Mechanical Contract D006214: Provide all labor, material, and equipment necessary for installing: all exhaust fans, ductwork, grills, ventilation fans, electric heating & cooling systems, and energy recovery units including all required concrete mounting pads for the new Park Office and the new Contact Station as shown in the contract documents.

Engineer’s Estimate Range: $80,300.00 - $108,641.00

Plumbing Contract D006215: Provide all labor, material, and equipment necessary for installing all new domestic water piping, valves, fixtures, hot water heaters and connections, as well as all sanitary piping, and sanitary connections for the new Park Office and temporary Parks personnel office trailer with extension of the sanitary waste line from the building and connection to the septic tank as shown in the contract documents.

Engineer’s Estimate Range: $109,825.00 - $148,586.00

PUBLIC BUILDING LAW § 8(6)

Pursuant to Public Building Law § 8(6), any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,579,361 or less (maximum amount has been adjusted for inflation effective January 1, 2023). If more than one responsible and reliable MWBE firm meets the requirements, the MWBE firm with lowest bid will be deemed the apparent low bidder.

PROJECT COMPLETION

The completion date for this project is 730 Days after agreement has been approved by the NYS Comptroller’s Office.

Project Milestones for Contract Completion as follows:

1. Anticipated Notice to Proceed: March 13, 2024.
2. Anticipated Contract End: March 13, 2026.

Project Specific Liquidated Damages (Refer to Article 14.10 of the General Conditions). Please see Article 14.10 in the General Conditions for the Schedule of Liquidated Damages per day.

BONDS

The successful bidder will be required to furnish a Performance Bond and a Labor and Material Bond/Payment Bond in the statutory form of public bonds required by Sections 136 and 137 of the State Finance Law, each for 100% of the amount of the Contract.
