Through this Request for Qualifications (“RFQual”), the Office of the New York State Comptroller (“OSC”), as Administrative Head of the New York State and Local Retirement System (“NYSLRS”), is seeking to contract with qualified attorneys to conduct administrative hearings on an as-needed basis in Albany, Binghamton, Buffalo, Hauppauge, New York City, Poughkeepsie, Rochester, Syracuse, and White Plains pursuant to its discretionary purchasing authority under State Finance Law Section 163 (6).

Note: OSC is currently conducting virtual hearings; however, candidates must be able to conduct hearings at one or more locations above if directed by OSC.

Qualifications

To be eligible for consideration, applicants must:

• Be a member in good standing with the New York State Bar with a minimum of 10 years of post-admission legal experience, including trial and/or hearing experience either before courts of record or in adversarial proceedings of a quasi-judicial nature;
• Be willing to learn and use NYSLRS/OSC technology, including the ability to manage personal computer equipment to support WebEx meetings for virtual hearings; and
• Possess good writing, research, and communication skills.

Judicial/Hearing Officer/ Administrative Law Judge experience is preferred.

Additional Information

Selected candidates must at all times be capable of using, sending, and receiving correspondence, notices, decisions, reports, and other documents, in a secure and confidential email format acceptable to OSC. OSC will provide selected candidates with written instructions to facilitate the use of WebEx for OSC-approved business. Selected candidates will provide their own IT equipment and internet connection for virtual hearings. OSC will not be responsible for any costs associated with virtual hearings.
