Commissioning Services Term Contract - Statewide
Description:

The Fund is seeking Statements of Qualifications (SOQs) from Consultants to provide Commissioning Services via the Commissioning Services Term Agreements. The Fund anticipates issuing four (4) Statewide Commissioning Term Agreements. The interested firms must provide a Statement of Qualifications that is clear, concise, and formatted as noted below. The SOQ should describe the respondent’s specific understanding of and its ability to meet the requirements of the Term Agreements being procured. Consultants must clearly list their Region preferences for which they can effectively undertake assignments (see “Regions in which Projects May be Assigned” section of this RFQ for additional explanation) in their cover letter.

Firms will be issued assignments for services on an as needed basis; the type and value of each project will vary. Firms will be required to provide commissioning services, as applicable, for: (1) base building mechanical systems, service water heating systems, and electrical power and lighting systems; (2) to achieve selected LEED credits including documentation as required for and filling out of LEED templates for commissioning credits; and (3) to meet the requirements of selected NYSERDA programs or any other incentive program used by the Project.

The commissioning consultant(s) shall manage the commissioning services, lead, plan, schedule and coordinate the process of verifying and documenting that the facility and its systems are planned, designed, installed, tested, operated, and maintained to meet the Owners Project Requirements. The commissioning consultant will also:

  • Identify, document and/or review Owner’s Project Requirements.
  • Review the Basis of Design provided by other Consultants and provide a written report of its review to the Fund.
  • Provide complete Commissioning Plan(s) and Specifications.
  • Review the completeness of submittals, functional performance tests, operating instructions and manuals, plans and schedules for training of Campus personnel and other information submitted by a Contractor.
  • Provide seasonal and deferred commissioning, operator training, system manuals, video recording of training, and other post occupancy services.
  • Provide surveys and other data for existing facilities, lifecycle studies, full time site representation; and/or
  • Provide other special technical, engineering and/or consultation studies as further described in a Work Order Assignment and/or in Program Directive 15H-9 Commissioning.

Interested firms must: (1) have experience providing commissioning services as described in the RFQ either directly or with a team of sub-consultants; (2) employ experienced staff with thorough knowledge of their area(s) of expertise; and (3) be a New York State licensed and registered architect/engineer. The initial value of assignments/authorizations will not exceed $250,000. Each Term Agreement will have a $2 Million maximum fee over the life of the agreement which will be three (3) years.

SOQs must be submitted in the format prescribed by the Fund using the link provided in the email received after registration that supplies the RFQ. Required electronic copies of Statements of Qualifications (SOQs) must be received by the due date and time specified in the RFQ.
