The New York State Department of Environmental Conservation seeks the services of a firm to provide semi-annual training and certif ication f or Department field inspectors , in the visual determination of opacity from stationary source emissions .

Pursuant to the State Finance Law Sections 139-j and 139-k, this IFB includes and imposes certain restrictions on communications between a Governmental Entity and an Offerer during the procurement process. Bidders shall adhere to the NYS DEPARTMENT OF ENVIRONMENTAL CONSERVATION GUIDELINES REGARDING PERMISSIBLE CONTACTS DURING A PROCUREMENT AND THE PROHIBITION OF INAPPROPRIATE LOBBYING INFLUENCE.
