Description:

The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) intends to make significant building & site enhancements to John Jay State Historic Site in advance of the 250 th Anniversary of American Revolution & the 200 th Anniversary of Abolition of Slavery in New York.

John Jay State Historic Site preserves the 1787 home and farm of Founding Father and statesman John Jay (1745–1829), one of the three authors of The Federalist Papers , the first Chief Justice of the United States and Governor of New York State. Interpretation of the Site explores Jay’s role as Founding Father and both a slave owner and eventual leader in the abolitionist movement. The property was designated a National Historic Landmark in 1981 for its association with Jay.

The goal of the project is the restoration and rehabilitation of multiple historic structures on the site including the historic Bedford House & Brick Cottage, the possible recreation of a historic barn (new construction) as a to house classrooms, offices, archive, and exhibit space. In addition, the project may include restoration of parts of the historic agricultural landscape, new parking and accessible circulation including trails through the 63-acre site. The project will also include major infrastructure enhancements including possible campus ground source heating and cooling, new sewer and water infrastructure, and underground utilities. Finally, the project will also require professional exhibit design, fabrication, and installation across three buildings. Exhibit design will require writing and designing the exhibits.

Request for Qualifications

The NYS OPRHP is seeking to retain a professional design firm in the field of Architecture or Preservation Architecture to lead a multi-disciplinary team to provide professional design services for the enhancements at John Jay State Historic Site. The multi-disciplinary team of allied professionals must have demonstrable experience:

  1. Architect/ Preservation Architect – Prime responsible for coordinating all specialties: historic preservation architect, engineering, civil, landscape, exhibits, permitting and any other sub consultants.
  2. Preservation Architect – Historic preservation architect responsible for all historic structures and any possible aesthetic integration of new construction.
    1. Experience with adaptive reuse & building restoration projects
    2. Experience with sustainability & weatherizing historic buildings.
  3. Engineering – should have experience with campus wide infrastructure.
    1. Environmental services - note there is no municipal sewer/water available.
    2. Ground source heat pumps/ plants.
    3. Underground utilities including technology infrastructure
  4. Landscape Architecture: experience with historic landscape restoration and rehabilitation.
    1. Arborists to document and provide protection and care for heritage trees.
  5. Structural Engineer – experience working with significant historic buildings & archaic construction.
  6. Exhibit Designer – Team oriented able to work on compressed timeline.
    1. experience with culturally sensitive topics (enslavement/ displacement of Native Americans),
    2. experience with history-based exhibits.
    3. expertise with historic collections, panels, 3D models and sensory stimulation,
    4. expertise with integrated technology (touch screens, augmented reality, modeling).
    5. IT design and coordination with NYS ITS
    6. Utility coordination with Architects.
    7. Fabrication to be separate contract. Fabrication and installation to be coordinated by Exhibit designer.
  7. Archives Consultant: experience with collection storage design & layout, climate control for sensitive materials and researcher facilities.

Selection of the design consultant team will be done according to Qualification-Based Selection Procedures. This document summarizes the contracting opportunity, potential activities to be performed under the contract, submittal instructions, and required qualifications. Fee structure, actual fee, and work order will be negotiated after the most qualified firm has been selected.

Services to be Provided

OPRHP is seeking a qualified Architecture firm to lead a multi-disciplinary team to develop the major site enhancements at John Jay Homestead State Historic Site. The design firm and team will restore and rehabilitate much of the 63-acre site. The anticipated services will include, but not limited to, the following elements:

  • Restoration or rehabilitation of multiple historic buildings under Section 14.09 of the New York State Historic Preservation Act of 1980 (9 NYCRR Part 428).
  • Design of 7500-8000 sq ft. building as possible new site operations, exhibit, offices, storage, archive space and large classroom spaces.
  • Design of accessible facilities, landscape, and trails. Includes design of new lift/elevator in Bedford House.
  • Campus wide infrastructure. Underground electric & technology, water/ sewer, geothermal.
  • Building infrastructure: mechanical/ electrical/plumbing/ technology systems and upgrades at multiple buildings.
  • Landscape rehabilitation. Restoration of historic features of the landscape, integrated parking and trails, lighting. ADA compliant. Survey, care, and protection of heritage trees throughout the site.
  • Creation of interpretive exhibits and signage to tell the “Whole History” of the site. Writing and design of the exhibit is required.
  • Circulation including consideration of pedestrian and vehicle conflicts, ADA access and maintenance pathways. Wayfinding and signage.
  • Detailed project cost estimates at concept, schematic and through the construction design phases.
  • Construction administration services.

The scope of the design services will include, but not be limited to, program development, schematic design, detailed design and construction documents, bidding, and construction administration.

The services under this Contract will require the professional architecture/ preservation architecture firm and related team to refine Parks programming goals and objectives for this project. The design team shall develop creative schematic design options that conform with current regulations, meet patron demand, mitigate future maintenance, and are cost effective.

The intent of this contract is for the architecture firm and associated team to progress scoping and programing, schematic design into final design, contract documents, cost estimates, bidding and construction administration phases. The general disciplines that will be required under this contract are anticipated to include architecture (prime), landscape architecture, civil engineering, structural, industrial hygienist, geotechnical/soil, lighting, interpretive signs, exhibit design, wayfinding, historic preservation, environmental and permitting, surveying and third-party cost estimating. Renderings will be required for Agency presentations. The firm or design team will also be required to facilitate a public participation process, coordination with Friends, and outreach meetings as needed.

Estimate of Cost

The total compensation over the term of the agreement shall not exceed $4,500,000 unless supplemented otherwise. Subject to the availability of funding, the estimated construction cost of this project is projected to be $25,000,000.

Contract Term

The term of the awarded contract is forty-eight (48) months, unless supplemented otherwise, and commences upon contract approval by the Office of the State Comptroller.

  3. Award: June 2023
  4. Construction Bid Date: December 2023
  5. Construction Start: June 2024
  6. Construction Completion: September 2025
  7. Exhibit Install Complete: January 2026

An optional but recommended site visit will be held on January 25, 2023, at 11:00 AM.
