Description:

The United Nations Development Corporation (UNDC) is a New York State public benefit corporation that develops and operates office space and other facilities for the United Nations (UN), missions to the UN, and UN-related organizations within its development district in the vicinity of the UN headquarters in New York City. UNDC financed, developed, and currently operates office space and other facilities for the UN and its related organizations at three Class A office buildings in east midtown Manhattan known as One, Two, and Three UN Plaza. Three UN Plaza, which opened in 1987, is a 15-story office building located on the south side of 44th Street between First and Second Avenues, across from One and Two UN Plaza. The building is leased to the United Nations Children's Fund (UNICEF) as its world headquarters.

UNDC is requesting statements of qualifications from furniture vendors to furnish and install furniture for One, Two, and Three UN Plaza. The furniture is needed for two meeting rooms at Three UN Plaza, the Henry Labouisse Conference Room, and the Danny Kaye Visitors Centre, as well as the lobby and cafeteria. This request for qualifications (RFQ) is also intended to cover miscellaneous purchases of furniture as needed for One, Two, and Three UN Plaza. The purpose of this solicitation is to identify two or more pre-qualified vendors that would be eligible to provide the services to UNDC on short notice. UNDC is seeking vendors that can provide discounts to State government entities and/or are authorized under the NYS OGS Centralized Contract for furniture, that can meet UNDC’s diversity goals, and that can meet the requirements of the scope of work and the specifications for the furniture listed in the request for qualifications.

The minimum required qualifications are as follows:

1) Respondent must have a showroom in New York City.

2) Respondent must have at least five (5) years of experience providing furniture for similar projects, including demonstrable experience supplying furniture for conference rooms.

3) Respondent must be lawfully authorized to do business in New York State.

MWBE / SDVOB Participation Requirements

Pursuant to New York State Executive Law Article 15-A and Parts 140-145 of Title 5 of the New York Codes, Rules, and Regulations, UNDC is required to promote opportunities for the maximum feasible participation of New York State-certified minority and women-owned business enterprises (MWBEs) in the performance of UNDC contracts, and pursuant to New York State Veterans’ Services Law Article 3 and 9 NYCRR 252, UNDC is required to make good faith efforts to maximize contractual opportunities for New York State-certified service-disabled veteran-owned businesses (SDVOBs). The MWBE goal for this contract is 30%, and the SDVOB goal is 6%.

If the contractor is not an MWBE/SDVOB, they should consider partnering with MWBEs/SDVOBs as subcontractors, joint ventures, teaming agreements, or other similar arrangements subject to approval by UNDC.

Contractors must identify any MWBE/SDVOB subcontractors they intend to use for this engagement and describe the services to be performed by each subcontractor. If a contractor is not able to utilize MWBEs/SDVOBs, it must submit an explanation. Please see the RFQ for additional information and instructions.

Procurement Lobbying Restrictions

This solicitation is subject to the procurement lobbying restrictions of New York State Finance Law Sections 139-j and 139-k. These statutes impose certain restrictions on communications between a governmental entity and an offerer during the procurement process. Offerers should only contact designated staff listed in this ad regarding this procurement, and designated staff are required to obtain certain information when contacted. Violations of these statutes can result in rejection for contract award and debarment from obtaining governmental procurement contacts.
