Request for Qualifications

The New York State Office of Parks, Recreation, and Historic Preservation seeks proposals for Construction Management services related to the rehabilitation and reimagining of Bear Mountain State Park. Work performed under this award could include but is not limited to the daylighting of a stream and installation of two bridges, the revamping / rehabilitation of pedestrian & vehicular routes, the construction / expansion of parking lots, the rehabilitation & expansion of picnic space, improving the edge of Hessian Lake, the creation of a tiered play area, the rehabilitation / expansion of three existing comfort stations, the construction of new comfort stations, Improvements to the Historic Bus Drop-off, the creation of a Gateway, Improving the access to/from the Hudson River, Upgrading the docks, the utilities, the ice rink, the site amenities, and the landscaping.

Selection will be according to Qualification Based Selection Procedures. This document summarizes the contracting opportunity, the associated construction project, potential activities to be performed under the contract, submittal instructions, and required qualifications. Fee structure, actual fee, and work order will be negotiated after the most qualified firm has been selected.

Service to be Provided

The Consultant scope of services under this Term Contract may include any or all of the following:

Preconstruction Services including but not limited to special emphasis on developing successful bid strategies, contract document review, cost estimating, constructability, value engineering and engaging a qualified PLA consultant

Bid Phase Services including, but not limited to, participating in pre-bid and pre-construction meetings, assisting Owner with RFI responses and addenda, and assisting Owner with bid evaluations.

Construction Phase Services including but not limited to management of the construction project, maintaining project budgets and schedules, managing submittals, managing project safety, record-keeping, reviewing payment applications, managing RFIs, inspection services, and assist with Quality Assurance/Quality Control.

Post-Construction Phase Services including but not limited to project close-out, claims negotiation, and settlement.

The selected Construction Manager will be responsible for engaging a qualified consultant to conduct a feasibility study and associated work to obtain a Project Labor Agreement and assist as needed with Best Value contractor procurements as necessary.

Work phases included under the original agreement will be construction phases 1, 1A, and 2. Construction phases 3 and 4 may be added to the scope of work via supplemental agreement that is approved by the Office of the State Comptroller.

Project information and sample activities are provided in more detail below.

Estimate of Cost

The total compensation over the term of the original agreement shall not exceed $10,000,000 unless supplemented otherwise.

Park Description

Bear Mountain State Park is located on the west bank of the Hudson River in Bear Mountain, NY, approximately 40 miles from New York City. It is one of the most visited state parks in New York. The park was established in 1910 and has run continuously for more than a century. Today, Bear Mountain receives approximately 2 million annual visitors. The core of Bear Mountain is the area immediately surrounding Hessian Lake, where visitors can experience the Bear Mountain Inn, skate at the Bear Mountain rink, picnic in the grove, visit Trailside Museums & Zoo, swim at the Bear Mountain pool, rent paddle boats, ride the Merry-Go-Round, or hike the Appalachian Trail. The picnic grove is the most popular area at the park, where families go to recreate and spend a day grilling or resting by the lake. The great lawn frames the space between the parking area, the Inn, the Bear Mountain Administration Building, and the ice rink. There are two large parking areas and one overflow lot that is paved and another overflow lot that is grass. Access is via Route 9W and Seven Lakes Drive.

This project is being undertaken to reimagine the Park to better accommodate the needs of today’s patrons, improve their overall experience, and ensure it is universally accessible all while preserving the Park’s rich history.

The project is to be phased and coordinated by the construction manager. The anticipated scope of work will include the following:

  • General Construction
    1. Mobilization
    2. Erosion and Sediment Control, Site Preparation and Staging
    3. Installation of Temporary Controls
    4. Maintenance and Protection of Traffic
    5. Daylighting stream to Hessian Lake / Installation of two bridges
    6. Selective demolition of existing features (comfort stations)
    7. Utility infrastructure, terminations and new service stubs
    8. Construction of new parking areas and alterations to existing access road
    9. Concrete walkways
    10. Soil, sod and the installation of new landscape plantings
    11. Site Furnishings (benches, picnic areas, trash receptacles, shade structures, etc.)
    12. Playground surfacing and equipment
    13. Final project cleaning and disposal
    14. Demobilization
    15. Closeout

Preliminary Construction Timeline

The anticipated construction timeline is included below; all dates are approximate and subject to revision:

Phase 1 Construction (Site Work South of Bear Mountain Inn):

January 2023: Begin Bid Process for Construction (Low Bid / Lump Sum Contract)

May 2023: Start Construction

May 2024: Substantial Completion

Phase 1A Construction (Orientation Area / Comfort Stations, Daylight Stream, Bridges & Play Area):

January 2023: PLA Agreement Developed

May 2023: Begin Bid Process for Construction (Best Value Contract with PLA)

September 2023: Start Construction

September 2024: Substantial Completion

*To ensure patrons have access to restrooms throughout Phase 1a, the construction of the new comfort station

and the rehabilitation of Stand 10 comfort station will occur simultaneously. Once they are available to the

public, work can commence on the two that remain.

May 2024: Start Construction

May 2025: Substantial Completion
