NOTICE TO BIDDERS

Sealed bids for the Pavilion Slab Replacement at Southwick Beach State Park, Town of Ellisburg, Jefferson County, New York will be received by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP), Mid-State Capital District at the Central Regional Office at 6105 East Seneca Turnpike, Jamesville, New York 13078 until 1:30 PM local time, August 30, 2023 when they will be publicly opened and read. The Company Name, Street Address, Federal Identification Number, Contract D number and Project Description should be clearly marked on the envelope, along with the words “BID DOCUMENTS”. Each bid must be prepared and submitted in accordance with the Instructions to Bidders and must be accompanied by Bid Security in the form of a certified check, bank check, or bid bond in the amount of: $10,000.00, Ten Thousand Dollars and 00/100.

General Construction Contract D006126:
Contract includes all work indicated in the drawings and specifications for General Contract #D006126 or “GC” including but not limited to all labor, materials and equipment necessary for the removal of the existing four-inch concrete slab floor at the newly renovated pavilion at Southwick Beach State Park and replacement with a six-inch concrete slab floor. Contractor is responsible for complete demolition and disposal of existing concrete. Contractor is responsible for all new concrete and related earthwork. Contractor is responsible for erosion control and site restoration.
Alternate No. 1: Add the cost of removal and replacement of existing concrete slab outside the covered pavilion area – 1,552 square feet to the Alternates form as indicated on Drawing S-501 – Slab Details.
Engineer’s Estimate Range: $170,465.00 - $230,630.00

PUBLIC BUILDING LAW § 8(6)
Pursuant to Public Building Law § 8(6), any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS-certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,579,361 or less (maximum amount has been adjusted for inflation effective January 1, 2023). If more than one responsible and reliable MWBE firm meets the requirements, the MWBE firm with lowest bid will be deemed the apparent low bidder.

PROJECT COMPLETION
The completion date for this project is 240 Days after agreement has been approved by the NYS Comptroller’s Office.
PROJECT MILESTONES
1. Anticipated Notice to Proceed November 22, 2023.
2. On-Site Work Shall not commence prior to October 9, 2023.
3. The pavilion shall be available for use by the public no later than May 23, 2024.
4. Anticipated Contract End Date July 19, 2024.

The successful bidder will be required to furnish an Executive Order No. 16 certification form prior to contract award. BONDS
The successful bidder will be required to furnish a Performance Bond and a Labor and Material Bond/Payment Bond in the statutory form of public bonds required by Sections 136 and 137 of the State Finance Law, each for 100% of the amount of the Contract.

All Requests For Information (RFIs) are due by: 1:30 PM Local Time, on Friday, August 18, 2023. RFIs received after this due date and time will not be processed.
