Description: Group 31555 Liquid Bituminous Materials (2023 VPP NYSDOT Specific Projects – 2 nd Letting) (Federal & State Funds) This Solicitation is issued by the New York State ("NYS") Office of General Services ("OGS"), Procurement Services for Liquid Bituminous Materials as specified herein for the NYS Department of Transportation (Authorized User shall mean the NYS Department of Transportation ONLY). Below are descriptions of the various materials to be bid on for the various projects. Cold Recycling of bituminous concrete pavements is a corrective maintenance technique. The existing pavement is milled off for a depth of 3 to 4 inches (75mm to 100mm), a liquid bituminous material is added to the millings, and the resulting mixture is placed and compacted on the milled surface. A new bituminous concrete sealing layer is added later. Existing cracks are eliminated, and the resulting pavement should last for many years. Heater Scarification is a continuous multi-step process in which the existing hot mix asphalt (HMA) pavement surface is recycled using specialized equipment. The HMA pavement surface is heated causing the asphalt to soften. The softened asphalt surface is then immediately scarified and milled to a specified depth. The reclaimed asphalt pavement is then mixed with a recycling agent that rejuvenates the asphalt. The recycled mix is then placed and compacted back onto the roadway. A new bituminous concrete sealing layer is added later. Existing cracks are eliminated, and the resulting pavement should provide a longer life. Microsurfacing is a pavement preventive maintenance treatment which offers minor improvements to rideability and has excellent friction characteristics. This Solicitation and ensuing contracts provide an avenue for preventive maintenance activities which ensure that highways and bridges meet or exceed their optimum useful life. This Solicitation outlines the terms and conditions and all applicable information required for submitting a Bid. Bidders should pay strict attention to the Bid submission date and time to prevent disqualification. Bidders are strongly encouraged to read the language of this Solicitation thoroughly and to precisely follow the instructions included in the Solicitation and all attachments. VENDOR NOTIFICATION REGISTRATION FOR BID OPPORTUNITIES All bid documents and attachments are available for viewing and downloading at: https://ogs.ny.gov/procurement/bid-opportunities . However, a vendor must register with the New York State Contract Reporter to receive bidder notifications and updates by navigating to the "I want to find contracts to Bid on" page to register for their free account. In order to receive ads of interest, the vendor must create an opportunity profile. An opportunity profile allows the vendor to set preferences for contracting categories, location, and ad type. Profile results are displayed on their homepage and in their daily eAlert email notifications. For a vendor to receive email notifications regarding updates to the content or status of a particular solicitation, the vendor must choose the option "bookmark the ad" located in the upper right-hand side of the ad, then return to their account, view their list of bookmarked ads, and then select the "send me notification updates" option listed to the right of the ad. Note: Submission of responses by a vendor to a solicitation that does not account for updated information may result in their bid/offer being deemed non-responsive. Vendors are strongly encouraged to review the advertised solicitation in full prior to submitting a bid to ensure inclusion of any updated information. Additionally, if the vendor does not opt in to receive notification updates regarding a particular solicitation, they will not receive e-mail notifications regarding updates, including e-mail notifications regarding the posting of the question-and-answer documents and updates to solicitation documents. Pursuant to State Finance Law § 139-j and § 139-k, this Solicitation includes and imposes certain restrictions on communications between OGS and a Bidder during the procurement process.
