The Halfmoon Waterford Fire District #1 is advertising a Request for Proposals (RFP) for firefighter rehab services at emergency scenes that occur within the fire district # EC01-24. This Bid is being administered by Halfmoon Waterford Fire District's Chiefs Office. Bids will be accepted by email or in person at 315 Middletown Rd. Waterford NY, 12065 until Monday, November 13, 2023 @ 12:00p.m., proposals will be unsealed and read aloud at the November regular Commissioners meeting. In case of emailed proposal or any correspondence concerning the proposal, the district will not be held responsible for missent, lost or late emails. Any proposal not received by the deadline for submitting the proposal will be considered not timely filed and therefore, will be disqualified.

No Federal or State Tax is to be included in the proposal price. All prices proposed must be all inclusive.

The Halfmoon-Waterford Fire District #1 (HMFD) is requesting firefighter rehab services at emergency scenes that occur within the fire district for January 1, 2024 through December 31, 2024. These services will include the following:

Ambulance and EMS crew coverage for Structure fires or anytime rehab of firefighters is deemed necessary by incident command. Transport of patients will be handled by the ambulance on standby from the EMS agency in whose district the incident occurs or their mutual aid partner covering the call. It is expected that the primary need for this coverage will be in the Town of Halfmoon portion of the Fire District but could include a response to the Town of Waterford portion if circumstances require

The potential vendor must be able to provide the following services: Initial response of at least 1 provider certified at the EMT level or higher to establish the medical component of the rehab operation. Secondary response of a minimum of 1 BLS or ALS ambulance unit with appropriate certified medical personnel. The personnel responding to the incident will be expected to perform medical monitoring of fire department members participating in the emergency incident and identify members who may need further evaluation, treatment, and/or transport to the hospital

The successful bidder must include certificates of coverage (please see general terms & conditions for limits) with Halfmoon-Waterford Fire District #1 listed as a certificate holder for: General liability insurance Workman's compensation insurance Automotive liability insurance

The successful bidder must send at least 1 representative to attend an annual emergency planning meeting with district Chiefs, Medical Director and EMS Captain.

Costs for rehab services, consistent with the charges proposed in the RFP, will be paid by Halfmoon-Waterford Fire District #1.

Should the rehab standby ambulance need to transport a patient to the hospital, payment for transport services will be billed by the company to patient’s primary and secondary insurances or to the county insurance if applicable. The term of this bid will commence from January 2024 and end December 2024. This proposal will be awarded for a one (1) year term with the option to renew for an additional two (2) one-year terms.
