The County of Ulster is seeking to expand its network of communications tower facilities with the intent of providing public safety communication capabilities for the County’s move to a new simulcast system (the “Project”). In addition, the County expects to include, where practical, point to multipoint broadband and cellular capabilities on these towers. The County anticipates the construction of at least four (4) new towers and a height increase at Sam’s Point, with the potential for additional towers should further gaps in coverage be identified. The Project is a multiyear capital project with construction of critical tower sites within a three (3) year timeframe. The County, using its radio consultants, has identified proposed locations for the additional tower sites. This work includes anticipated tower heights to provide for the required microwave paths and typical tower loading.

The County is soliciting qualifications for engineering and environmental services from interested firms with experience in the permitting of communication tower sites and constructability of towers in mountainous terrain. In addition, the County is requesting the team include knowledgeable firms or individuals with experience in landowner negotiations and typical easement or lease costs associated with telecommunication facilities.

The scope of services includes evaluating the feasibility of each tower site. The qualified firm must also be able to provide tower services directly or through sub-consultants.

Successful respondents to this solicitation will be placed on a preferred list of qualified vendors for future use in solicitation of site-specific proposals.
