BACKGROUND

The New York State (State) Office of the State Comptroller’s (OSC) Division of the Chief Information Office (CIO) is responsible for providing reliable, secure, and cost-effective technology solutions that support its business customers.

Through this Request for Information (RFI), CIO is seeking information regarding the availability of recruitment and training programs that develop resources for hard-to-fill, entry-level technical positions (e.g., cybersecurity, java development, and business analyst positions). OSC, like many other State agencies, has found it difficult to find staff to fill these entry-level technical positions. OSC is interested in exploring options to identify, develop, and build a pool of talented information technology resources.

For example, staffing firms regularly provide skilled candidates to address customer needs. In cases where skilled candidates are not readily available, staffing firms may either develop current candidates, or recruit and pre-screen individuals who have the aptitude to be successful in specific technical roles. The firm then upskills, retrains or otherwise develops those individuals to meet the identified need. The firm may use its own custom development programs, or use programs offered by external firms.

CIO envisions a process whereby it would engage those candidates through the firm for some mutually agreed upon time period, after which CIO would have the opportunity to hire those candidates for permanent State entry-level positions in Albany, NY. (In addition, it may also be possible that a firm uses such a model and also offers training to others, in which event CIO might be able to enroll its current employees in such a program on a parallel track).

Because there may be multiple solutions, OSC is interested in understanding the range of possible opportunities to address its staffing needs.

This RFI is not a Request for Proposals (RFP) or Invitation for Bids (IFB). Responses to this RFI will not be used as part of a vendor selection process or result in the award of a contract. Responses to this RFI will be treated as informational only. Responders are not entitled to payment for either direct or indirect costs or charges as a result of submission of responses to this RFI or OSC’s use of such information.

This RFI is not intended to be an IFB or an RFP. Therefore, do not include specific cost information in your response beyond what is requested in the RFI.
