SMD_Services_ IDIQ Contract for All-Inclusive Maintenance and Repairs in Move-Out Apartments (Unoccupied) and Court Cases (Occupied Apartments) and Public Places, Citywide (3) + Queens & Staten Island (1)

The New York City Housing Authority (“NYCHA”), Supply Management and Procurement Department (“SMD”), on behalf of NYCHA’s Contract Administering department, through this Solicitation, seeks bids from qualified vendors to provide NYCHA with services as referenced above. See also the specifications.

Interested vendors are invited to obtain a copy of the opportunity at NYCHA’s website by going to http://www.nyc.gov/nychabusiness . On the left side, click on “iSupplier Vendor Registration/Login” link. (1) If you have an iSupplier account, then click on the “Login for registered vendors” link and sign into your iSupplier account. (2) If you do not have an iSupplier account you can Request an account by clicking on “New suppliers register in iSupplier” to apply for log-in credentials. Once you have accessed your iSupplier account, log into your account, then choose under the Oracle Financials home page, the menu option “Sourcing Supplier”, then choose “Sourcing”, then choose “Sourcing Homepage”; and conduct a search in the “Search Open Negotiations” box for the specific RFQ Number(s).

TERM: 3 years + 2-one year extensions (at the discretion of NYCHA)

BID SECURITY: Bid Security in the amount of 5% of the “Contract Guaranteed Minimum” as stated in the contract documents is required at the time of submission of your bid. P&P Bonds in the amount of 100% of the guaranteed minimum will be required of the winning bidder prior to contract registration.

PROJECT LABOR AGREEMENT: This Contract shall be subject to the New York City Housing Authority's Project Labor Agreement. The Letters of Assent signed by the Bidder and each proposed Subcontractor who is required to be identified on the Sealed Subcontractor list must be submitted with your bid.

MWBE UTILIZATION PLAN: All vendors are required to participate in NYCHA's MWBE Utilization Plan. Vendors are required to complete and submit at least ONE of the following items by the due date listed: A. MWBE Utilization Plan: Due at time of bid submission OR B. Waiver (or Partial Waiver) of MWBE Utilization Plan: Must be submitted via email to MWBE at least seven (7) days prior to bid due date (requests for Partial Waivers MUST also be accompanied by MWBE Utilization Plan). Failure to complete the MWBE Utilization Plan or Waiver may deem your bid non-responsive.

PREBID MEETING: A non-mandatory virtual Pre-Bid Conference will be conducted remotely via Microsoft Teams meeting. Although attendance is not mandatory at the Pre-Bid Conference, it is strongly recommended that all interested Bidders attend, and that Bidders thoroughly review bid documents in advance of the meeting. NYCHA reserves the right to postpone, or cancel this solicitation, to alter the requirements at any time, to reject any and all proposals, and to request new proposals and/or refrain from awarding any contract pursuant to this solicitation if NYCHA deems it in its best interest to do so. In addition, NYCHA, in its sole discretion, may waive what it considers to be non-material, non-conformance by a proposer with the requirements of this solicitation.
