Factory 243 Pump Station

General Notice

The City of Canandaigua (Owner) is requesting Bids for the construction of the following Project:

FACTORY 243 PUMP STATION

Bids for the construction of the Project will be received at the City of Canandaigua Department of Public Works office at 205 Saltonstall Street, Canandaigua, NY 14424 until Thursday November 9, 2023, at 1:00 P.M. local time. At that time the Bids received will be publicly opened and read.

Bids will be received for one prime Contract. The Project includes the following Work:

Contract #1 – General Construction

Generally consists of construction of a new duplex 2 HP sanitary pump station replacing an existing gravity lateral serving a residential apartment complex including new precast concrete wet well, electrical outbuilding, battery energy storage system, pump station control panel, new electric service, and incidental demolition, bypass pumping and restoration.

Each bid shall be accompanied by a certified check or bid bond in the amount of 10 percent (10%) of the maximum amount of the bid, as a guarantee that the bidder will execute the contract and furnish the necessary bonds if the contract is awarded to him/her.

Information and Bidding Documents for the Project can be found at the following designated website:

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Contact the Issuing Office, Larson Design Group, 1 West Market Street, Suite 301, Corning, NY 14830, (607) 936-7076 between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday, with any questions pertaining to access and use of the website.

Instructions to Bidders

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

Pre-Bid Meeting

A non-mandatory pre-bid meeting will be held at the City of Canandaigua Department of Public Works, Hurley Building Conference Room at 205 Saltonstall Street, Canandaigua, NY 14424 on Thursday October 26 at 1:30 PM.

Other Requirements

Bids shall be sealed in an opaque envelope and clearly marked as a bid for the Project. The envelope must also bear the name and address of the bidder.

Each bid must be accompanied by a certified check or bid bond in the amount of ten (10%) percent of the total bid, as a guarantee that the bidder will execute the contract and furnish the necessary bonds if the contract is awarded to him/her. A Performance and Payment Bond, each in the amount of one hundred percent (100%) of the estimated contract price, shall be required from the Successful Bidder.

The Supplementary Conditions set forth requirements for the payment by the Contractor and all Subcontractors of minimum wage rates for all classes of laborers and mechanics as set forth by all applicable provisions of the NY Prevailing Wage Act, and the Bid shall be prepared accordingly.

The City of Canandaigua reserves the right to waive any irregularities and to reject any and all bids and to award the contract to the lowest responsible bidder for the total lump sum bid price.

No bidder may withdraw his or her bid within sixty (60) days after the actual opening thereof.
