NOTICE TO BIDDERS

Sealed bids for Pool Filter Room Rehabilitation at Aquatics Facility of Denny Farrell Riverbank State Park, 679 Riverside Drive, New York, New York will be received by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP), via email at NYC.CapitalBidSubmissions@parks.ny.gov. Electronically submitted bids must only be attached in PDF format– hyperlinks will not be accepted. Note: There is a 20MB limit when submitting attachments via email. If email is not an option for the bidder an alternate address will be provided upon written request to a designated contact. Deadline for bid submission is 11:00 AM local time, January 12 th , 2024. Sealed bids will be publicly opened and read via WebEx only at 12:00 PM local time, January 12 th , 2024. The Contract D number should be clearly marked in the subject line of your email, along with the words “BID SUBMISSION”. Each bid must be prepared and submitted in accordance with the Instructions to Bidders and must be accompanied by a scanned Bid Security in the form of a certified check, bank check, or bid bond in the amount of: $100,000.00.

Note: The original hardcopy bid bonds for the two lowest bidders must be postmarked and sent via certified mail within 48 hours of receiving the bid summary from the Office.

Estimate range: $1,700,000.00 - $2,300,000.00

A general description of the primary work elements is listed below for reference. Contractor is responsible for reviewing all drawing and specifications to obtain a complete understanding of the entire scope of work. The contract includes all work indicated in the contract documents including but not limited to:

1. Mobilization, establishment of site perimeter fence and protection of existing conditions.

2. Selective demolition and removals within the pool filter room and chase walls.

3. Delivery, installation, and assembly onto the premises of any equipment or apparatus

furnished.

4. Swimming pool piping systems for the recirculation and filtration systems and all

swimming pool chemical treatment systems.

5. Swimming pool equipment systems.

6. Surge tank construction.

7. Swimming pool automatic water make-up systems and controls.

8. Equipment and co2 room ventilation system.

9. Reinforced concrete housekeeping pads (for pumps and filters)

10. Start, test, calibrate, and adjust all pool mechanical, recirculation, and chemical equipment

as well as other supplied pool systems including winterization procedures. Commissioning of all systems including UV.

11. Fiberglass walkways, aluminum ships ladder and fiberglass tread stairs.

12. Stainless steel guard railings.

13. Concrete slab repair.

14. Partitions and interior layout alterations.

15. Provide all necessary permits.

16. Closeout documents including warranties.

NYS OPRHP has established the following bid schedule and subsequent work schedule:

- First day of plan sales 21 November 2023

- Pre-Bid Meeting 4 December 2023 (11:00 AM)

- RFI Due Date 11 December 2023 (by 5:00 PM)

- Addendum 01 18 December 2023

- Bid Opening 12 January 2024

- Contract Submittals to OSC 2 February 2024

- Preconstruction Meeting 2 April 2024

- Procure long lead items and store necessary material 2 April 2024 – 9 September 2024

- Mobilization 9 September 2024

- Pool Closure 9 September – 13 December 2024

- Staff Training on or by 6 December 2024

- Substantial Completion 6 December 2024

- Pool Commissioning and Operations 6 December 2024 – 13 December 2024

- Pool Opens to the Public 14 December 2024

- Final Completion 3 January 2024

PUBLIC BUILDING LAW § 8(6)

Pursuant to Public Building Law § 8(6), any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS-certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,579,361 or less (maximum amount has been adjusted for inflation effective January 1, 2023). If more than one responsible and reliable MWBE firm meets the requirements, the MWBE firm with lowest bid will be deemed the apparent low bidder.

PROJECT COMPLETION

The completion date for this project is 280 calendar days after agreement has been approved by the NYS Comptroller’s Office.

Project Specific Liquidated Damages (Refer to Article 14.10 of the General Conditions).

The successful bidder will be required to furnish a Performance Bond and a Labor and Material Bond/Payment Bond in the statutory form of public bonds required by Sections 136 and 137 of the State Finance Law, each for 100% of the amount of the Contract.
