MTA Long Island Rail Road (LIRR) is requesting information from to identify experienced firms capable of providing the service / products noted in this RFEI No. 0000459383.

Prior to issuing a formal solicitation, the LIRR is soliciting written expressions of interest from qualified vendors with railcar CCTV design experience to gain valuable insight from the private industry regarding the latest onboard CCTV Systems available within the industry to ensure compliance with the new regulations mandated by the Federal Railroad Administration (FRA) and to provide the most cost and time efficient upgrade to LIRR’s existing Audio Visual Recording Monitoring (AVRM) system in order to meet the FRA operating deadline in 2027.

Firms who express an interest in these requests may be invited to participate in face-to-face meetings to discuss the matters addressed in this RFEI and may be requested to provide additional information. Such discussions will assist LIRR in identifying future opportunities for procurements and/or ideas that may be used for developing future LIRR requirements that may become the basis for a future solicitation package.

LIRR does not intend to award any Contract based upon this RFEI or to otherwise pay for the information solicited. Responses to this RFEI will be treated as information only and shall not be used as bids or proposals. LIRR, in its sole discretion, reserves the right, without liability, to modify and/or withdraw this RFEI at any time without explanation, and/or to modify or waive any requirements contained in the RFEI.

LIRR will not award a contract on the basis of this RFEI or otherwise pay for the information solicited. Responses to this advertisement will be treated as informational only, and shall not be used as bids/proposals. LIRR, in its sole discretion, reserves the right, without liability, to modify and/or withdraw this RFEI at any time without explanation, and/or to modify or waive any requirements contained in the RFEI, and/or to determine not to proceed with the contract award described above. Submission of a response to this RFEI in no way guarantees the award of a contract in any subsequent actual Invitation for Bids/Request for Proposals. Failure to respond will not preclude participation in any subsequent actual Invitation for Bids/Request for Proposals.

Note: The results of this RFEI will be used by LIRR to evaluate a potential future procurement for the subject project. Therefore, it is strongly recommended that any firm which may wish to bid/propose on such a procurement participate in this RFEI.
