NEW YORK STATE OFFICE OF PARKS, RECREATION AND HISTORIC PRESERVATION

NOTICE TO BIDDERS

Sealed bids for Old Mill Roof Replacement at Robert H. Treman State Park, Town of Ithaca, Tompkins County, New York will be received by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP), Mid-State Capital District at the Central Regional Office at 6105 East Seneca Turnpike, Jamesville, New York 13078 until 1:30 PM local time, February 1, 2023 when they will be publicly opened and read. The Company Name, Street Address, Federal Identification Number, Contract D number and Project Description should be clearly marked on the envelope, along with the words “BID DOCUMENTS”. Each bid must be prepared and submitted in accordance with the Instructions to Bidders and must be accompanied by Bid Security in the form of a certified check, bank check, or bid bond in the amount of: $6,000.00 (Six Thousand Dollars and 00/100.)

General Construction Contract: Contract includes all work indicated in the drawings and specifications for General Contract # D006063: Provide all labor, materials, and equipment necessary for the Old Mill Roof Replacement: refer to section 011000 Summary for project description. Project includes one alternate, refer to section 012300 Alternates for description

Engineer’s estimate: $94,600.00 - $127,989.00

MINORITY AND WOMEN-OWNED BUSINESS ENTERPRISE PARTICIPATION GOALS (MWBE) The Bidder/Contractor is encouraged to make good faith efforts to promote and assist in the participation of MWBE on the Contract for the provision of services and materials. PUBLIC BUILDING LAW § 8(6) Pursuant to Public Building Law § 8(6), any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS-certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,473,245 or less (maximum amount has been adjusted for inflation effective January 1, 2022). If more than one responsible and reliable MWBE firm meets the requirements, the MWBE firm with lowest bid will be deemed the apparent low bidder.

PROJECT COMPLETION The completion date for this project is 184 days after agreement has been approved by the NYS Comptroller’s Office.

Project Specific Liquidated Damages (Refer to Article 14.10 of the General Conditions). Please see Article 14.10 in the General Conditions for the Schedule of Liquidated Damages per day.

BONDS The successful bidder will be required to furnish a Performance Bond and a Labor and Material Bond/Payment Bond in the statutory form of public bonds required by Sections 136 and 137 of the State Finance Law, each for 100% of the amount of the Contract.

PARTICIPATION OPPORTUNITIES FOR NEW YORK STATE CERTIFIED SERVICE-DISABLED VETERAN-OWNED BUSINESSES

Article 17-B of the New York State Executive Law provides for more meaningful participation in public procurement by certified Service-Disabled Veteran-Owned Businesses (“SDVOBs”), thereby further integrating such businesses into New York State’s economy.
