Description:

Sealed bids for the following contract will be received by The Port Authority of New York and New Jersey in the office of the Chief Procurement Officer, Attn: Bid Custodian, 4 World Trade Center, 150 Greenwich Street, 21st Floor, New York, NY 10007, until 2:30 PM on the date indicated where the bids will then be publicly opened and read in the Bid Room.

Contract documents may be seen at the Contract Desk on the 1st Floor, 2 Montgomery Street, Jersey City, NJ and may be obtained upon receipt of a non-refundable payment of $100.00 per set. If contract documents are not immediately available, prospective bidders are encouraged to pre-order the contract documents by sending the payment of $100.00 per set in advance. The contract documents will be shipped by overnight delivery at no additional cost as soon as they become available. Only company checks or money orders payable to the order of The Port Authority of New York and New Jersey will be accepted. If checks or money orders for documents are mailed, address them to The Port Authority of New York and New Jersey, Contract Desk, 1st Floor, 2 Montgomery Street, Jersey City, NJ 07302. Contract GWB-244.112 – George Washington Bridge – Rehabilitation of Structural Steel, Removal of Lead Based Paint and Repainting the Underside of Lower Level and Contract GWB-244.112M – Agreement to Perform Maintenance of the George Washington Bridge Maintenance Travelers and Associated Systems. Estimate Range: $150M - $200M. Bids Due Tuesday, July 16, 2019. The work under Contract GWB-244.112, consists generally of rehabilitation of structural steel and concrete, removal of lead and asbestos containing paint, repainting the underside of the lower level, replacement of maintenance travelers, center median upgrades and related work at the George Washington Bridge lower level, and above the Hudson River, the New York City park area, the New Jersey Palisades Interstate Park and the vicinities thereof in New York and New Jersey. The work under Contract GWB-244.112M consists generally of bridge maintenance travelers maintenance, repairs, testing and system upgrades. This Contract contains Prerequisites:

A. The bidder must be able to demonstrate the following: 1.) That the bidder has a minimum of ten (10) years construction experience and has completed (or substantially completed) as a prime or general contractor at least three (3) contracts of comparable size, type and complexity to the work of this Contract. The bidder may also qualify if the bidder or persons or entitles owning and controlling the bidding firm shall have satisfactorily met, as owning and controlling another firm, the aforementioned requirements. 2.) That the bidder has a minimum of ten (10) years of experience coordinating and managing work in an urban, highly congested area, subject to high traffic volume requiring extensive maintenance of traffic. 3.) That the bidder's full-time Project Manager and full-time General Superintendent each have a minimum of ten (10) years construction experience on contracts comparable in size, type and complexity to the work of this Contract.

A Bid submitted by a bidder who does not meet the prerequisite Qualification Information requirements will be considered non-responsive and the bidder's Bid will not be eligible for acceptance by the Authority.

The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Additionally, all bidders (including proposers, and respondents, as applicable) are notified that the Port Authority will ensure that, with respect to any contract/agreement entered into pursuant to this advertisement, disadvantaged business enterprises, minority business enterprises and woman-owned business enterprises, as applicable, will be afforded full and fair opportunity to submit bids, proposals and responses, as applicable, in response to this invitation, and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
