The City of Syracuse (“City”) is soliciting proposals for the provision of Advanced Life Support (ALS)/Basic Life Support (BLS) ambulance response for 911 Emergency Medical Service (EMS) calls. The successful selected proposer will be the City’s exclusive contractor within the City’s municipal boundaries.

The purpose of this procurement process is to provide a fully integrated, high performance EMS delivery system. The system is to be built upon a “two-tiered” response that will use the Syracuse Fire Department as the primary first responder. A primary ambulance selected proposer will provide advanced life support and EMS transportation. The Onondaga County 911 Center will provide Public Safety Answering Point (PSAP) call-taking services, using the Emergency Medical Dispatch (EMD) System. The selected proposer will provide dispatching services for emergency medical service calls based on the Emergency Medical Dispatch determinant assigned by the Onondaga County 911 Center.

The City will monitor service delivery and contractual compliance through a series of independent performance measurements. The selected proposer will base its delivery model on clearly defined outcome measures and not a level of effort criterion.

It is the City’s expectation to have an EMS system that ensures high quality clinical care, provides efficient and reliable EMS services at a reasonable cost to consumers, and provides the community with an operationally and financially stable system.
