Mid-level management training for employees that work in the SUD Field.
Description: 1 Purpose

The Office of Addiction Services and Supports (OASAS) is seeking information from experienced providers who can offer a comprehensive professional development program to middle management-level employees or those on track to become managers in the OASAS system. The purpose of this Request for Information (RFI) is to acquire information regarding substance use disorder (SUD) training programs that can equip participants with the necessary tools to be effective managers, support their team, and develop themselves in their role of delivering SUD services.

IMPORTANT NOTE: This IS NOT a Request for Proposals. A response to the RFI does not bind or obligate the responder or OASAS to any agreement for provision or procurement of services referenced.

The objectives of this RFI are to identify and learn about organizations that:

  1. Have at least two years of experience working with employees that work in the SUD Field.
  2. Have five years of experience training mid-level to upper management staff in a multi-session leadership model for behavioral health entities with both online and classroom facilitation.
  3. Can train 500-1,000 employees, who work in the field of SUD, per year across all geographical regions in New York State.
  4. Have experience selecting trainees, organizing cohorts, marketing training programs and providing all registration and training logistics.
  5. Have experience with post training learning collaborative networks.
  6. Are a one of the following:
    1. For profit, or
    2. Not-for-Profit (NFP), or
    3. A certified New York State Minority and Women-Owned Business Enterprise (MWBE) or a
    4. A New York State Service-Disabled Veteran-Owned Business (SDVOB)
2 Scope of Work

The preferred method of training should be:

  1. A hybrid training method, with 1-3 days in person to foster relationships with other local SUD organizations and staff.
  2. Cohorts of 20-40 individuals organized regionally.
  3. 20-40 hours of training in total to focus on individual leadership development and development of an engaging and productive work environment. Training should help attendees understand themselves better and how to use their unique skills and abilities to positively impact their work environment and supervisees.
  1. Focused on training staff, who work in the field of SUD, in a person-centered trauma informed model for prevention, treatment, harm reduction and recovery services.
  2. Include diversity, equity, and inclusion modules.
  3. Addresses staff and other retention improvement techniques including wellness, employee engagement and teambuilding while also recognizing and addressing compassion fatigue, staff burnout and vicarious traumatization.
  4. Includes other areas of training as proposed by your organization.
3 RFI Response

Organizations that meet the above criteria and are interested in this initiative should submit training information to OASAS at OSFProjectManagement@oasas.ny.gov no later than 5:00 PM February 2 nd , 2024. The subject line of the email should be “SUD Training RFI Questions”.

The information presented should include the following details:

  1. The type of training method proposed.
  2. The organization’s experience in providing training to mid-level to upper management staff and working with employees that deliver SUD services in a multi-session leadership model for behavioral health entities with both online and classroom facilitation.
  3. The number of trainees your organization can train in a 12-month period.
  4. The organization’s experience selecting trainees, organizing cohorts, marketing training programs and providing all registration and training logistics.
  5. The organization’s experience with post training learning collaborative networks.
  6. An estimated cost of training, which should include all travel costs for trainers but not costs for trainees.
  7. Indicate if your organization is a For Profit, NFP, a certified New York State MWBE or a New York State SDVOB.
4 RFI Questions and Answers

The due date for questions is four days before the submission deadline. Please submit questions via email to: OSFProjectManagement@oasas.ny.gov . Please include “SUD Training RFI Q&A” in your subject line(s). Answers will be issued within 2 business days and will be returned via email reply to all interested parties. If OASAS at its sole determination decides that a question would be valuable to all respondents, OASAS will provide a Questions and Answers document on this advertisement in the NYS Contract Reporter. It is the provider’s responsibility to check the NYS Contract Reporter.
