NOTICE TO BIDDERS

Sealed bids for Manager’s House Foundation Repair at Ganondagan State Historic Site, Town of Victor, Ontario County, New York will be received by the New York State Office of Parks, Recreation and Historic Preservation (OPRHP), Mid-State Capital District at the Central Regional Office at 6105 East Seneca Turnpike, Jamesville, New York 13078 until 2:30 PM local time, May 10, 2023 when they will be publicly opened and read. The Company Name, Street Address, Federal Identification Number, Contract D number and Project Description should be clearly marked on the envelope, along with the words “BID DOCUMENTS”. Each bid must be prepared and submitted in accordance with the Instructions to Bidders and must be accompanied by Bid Security in the form of a certified check, bank check, or bid bond in the amount of: $15,000.00, Fifteen Thousand Dollars and 00/100.

General Construction Contract D006124:

Contract includes all work indicated in the drawings and specifications for General Contract #D006124 or “GC” including but not limited to all labor, materials and equipment necessary for the excavation and removal of approx. 92 linear feet of existing rubble foundation with salvage of existing stone for reuse as stone veneer on face of new foundation walls; underpinning of the existing structure in area of rubble foundation removal; construction of approx. 92 linear feet of reinforced concrete foundation with salvaged stone veneer; installation of approx. 25 linear feet of stone water table; existing brick repointing and brick replacement; backfill, grading and restoration of site; and miscellaneous associated work.

Engineer’s Estimate Range: $262,820.00 - $355,580.00.

PUBLIC BUILDING LAW § 8(6)

Pursuant to Public Building Law § 8(6), any contracts over $5,000 for the work of construction, reconstruction, alteration, repair, or improvement of any State building, a responsible and reliable NYS-certified Minority or Women-Owned Business Enterprise that submits a bid within ten percent of the lowest bid will be deemed the apparent low bidder provided that the bid is $1,491,110 or less (maximum amount has been adjusted for inflation effective January 1, 2023). If more than one responsible and reliable MWBE firm meets the requirements, the MWBE firm with lowest bid will be deemed the apparent low bidder.

PROJECT COMPLETION

The completion date for this project is 365 Days after agreement has been approved by the NYS Comptroller’s Office.

PROJECT MILESTONES

1. Anticipated Notice to Proceed August 2, 2023.
2. Substantial Completion of the concrete foundation and backfill work November 30, 2023.
3. Anticipated Contract End Date August 1, 2024.

Project Specific Liquidated Damages (Refer to Article 14.10 of the General Conditions). Please see Article 14.10 in the General Conditions for the Schedule of Liquidated Damages per day.

EXECUTIVE ORDER No. 16

BONDS

The successful bidder will be required to furnish a Performance Bond and a Labor and Material Bond/Payment Bond in the statutory form of public bonds required by Sections 136 and 137 of the State Finance Law, each for 100% of the amount of the Contract.

All Requests For Information (RFIs) are due by: 2:30 PM on May 3, 2023. RFIs received after this due date and time will not be processed.
