New York State Urban Development Corporation d/b/a Empire State Development (“ESD”) hereby requests responsive and responsible parties to submit proposals for the purchase and redevelopment of the former Lincoln Correctional Facility (“Lincoln CF”) located at 31 – 33 West 110 ^th Street New York, New York (the “Site”). This Request for Proposals (“RFP”) represents an exciting opportunity to reimagine and redevelop the currently unused Site through a proposed ESD-sponsored Project (“Project”) in Harlem. The purpose of the Project is to redevelop the Site with affordable housing, thereby returning it to a productive use that will enhance its reintegration into the fabric of the surrounding community.
