The New York State Office of Parks, Recreation and Historic Preservation (OPRHP), acting as the agent for the administration of the Land and Water Conservation Fund (LWCF) in New York State, is required to prepare a Statewide Comprehensive Outdoor Recreation Plan (SCORP). As required by the LWCF Act, every five years this plan must be developed to provide an evaluation of the supply of and demand for outdoor recreation resources and facilities in the state.

OPRHP maintains a Microsoft Access database, of over 15,000 outdoor recreational facilities including national, state, and municipal owned land. The database includes facilities such as small recreational parks and large forested areas used for backpack camping and hiking. Also included is information about ownership, operator, type of facility, and types and quantities of amenities offered (e.g., size and number of publicly accessible swimming pools). The database was created in the early 1970s, it has been updated at various levels over the years.

OPRHP is seeking to contract with a consultant team to update the current inventory of outdoor recreation facilities throughout New York State in the recreation supply database .

OPRHP will make available the database, tables, records, and manual used in management and administration of the Microsoft Access database called the Recreational Facility Information System (RFIS).
