The State University of New York at Upstate Medical University will receive sealed bids for Project No. 151170/1470 Titled 5E CryoFreezer Upgrades until 2:00 p.m. local time on February 9, 2024 at:

where such proposals will be publicly opened and read aloud. Proposals may be hand delivered or mailed to the above location and must be received at such time.

Scope of work: is to include all necessary labor, material and equipment for University Hospital, Syracuse, NY 5th floor east tower – critical care unit.

Room E5413b, remove existing casework and equipment including lab bench and fume hood, remove door to adjoining room, infill. Patch and refinish walls to required fire resistance ratings, install new ceiling, replace existing door. Install hvac exhaust modifications, plumbing modifications and electrical modifications. Provide new wall and floor finishes. Room E5413, provide new wall and floor finishes.

All work on this Contract is to be completed within 120 days after the date of the Notice to Proceed.

Bidding and Contract Documents may be examined free of charge at the campus and at the following locations.

SUNY Upstate, Design and Construction, 650 South Salina Street, 2nd floor, Syracuse, NY 13202.

Plan House that will print and distribute sets of plans & drawings will be Syracuse BluePrint Company.

Section 143 of the State Finance Law requires payment of a deposit to receive these documents. Accordingly, a deposit check of $50, made payable to SUNY Upstate Medical University , is required. Deposits less than $50.00 are nonrefundable. Deposits will be waived for certified Minority and Women Owned and Service Disabled Veteran Owned Businesses.

(Under SFL 143 the campus has the option to waive the deposit requirement where bid documents “are made available and obtained electronically or in any non-paper form by the agency”. If the campus wishes to waive the deposit for all bidders, delete the above paragraph).

No pre-bid conference and project walk-through will be held. No individual walk-throughs will be provided.

Bids must be submitted in duplicate in accordance with the instructions contained in the Information for Bidders. Security will be required for each bid in an amount not less than five (5) percent of the Total Bid.

It is the policy of the State of New York and the State University of New York to encourage minority business enterprise participation in this project by contractors, subcontractors and suppliers, and all bidders are expected to cooperate in implementing this policy.

The selected contractor must comply with M/WBE goals. State University of New York goals are: 16% MBE and 14% WBE participation of the total contract value. State University of New York also has a goal for the Work Force participation: EEO 10% WBE and 10% MBE of the total work force on the project.

The State University of New York reserves the right to reject any or all bids
