Description:

IDIQ Contracts for Lead-Based Paint Abatement in Occupied and Unoccupied Apartments at Various Developments Citywide (DECAR)

The Work to be performed shall encompass the abatement of Lead-Based Paint within the areas defined by Work Orders issued to the Contractor and any additional scope added by NYCHA, including walls and/or ceilings, junctures-baseboards or moldings, window sill/frame/case, doors, door frames, cabinets, frames, radiators, closet shelf and/or shelf supports, pipes and other surfaces requiring abatement. The Contractor shall perform all removals, cuttings, repairs, and painting and shall provide all labor, material, equipment and incidental items required to perform all Work, including, but not limited to, regulatory compliance/certification, work area preparation/site isolation, protective clothing/ equipment, decontamination enclosure system facilities, personal air monitoring, plaster, primer and two coats of non-lead paint, final cleanup of Work area, storage/disposal of Lead-Based Paint Abatement waste/debris and labor.

BID SECURITY in the amount of 5% of the “Contract Guaranteed Minimum” as stated in the contract documents is required at the time of submission of vendor’s bid.

P&P BONDS in the amount of 100% of this guaranteed minimum will be due at time of contract award.

PLA: This Contract is subject to NYCHA’s Project Labor Agreement and, as part of its bid, the Bidder must submit at the time of its bid: (1) a Letter of Assent to the Project Labor Agreement signed by the Bidder and (2) Letters of Assent signed by each of the Bidder's proposed Subcontractors.

All vendors are required to participate in NYCHA's MWBE Utilization Plan. Vendors are required to complete and submit at least ONE of the following items by the due date listed: A. MWBE Utilization Plan: Due at time of bid submission OR B. Waiver (or Partial Waiver) of MWBE Utilization Plan: Must be submitted at least Seven (7) days prior to bid due date. (Requests for Partial Waivers MUST also be accompanied by MWBE Utilization Plan). Failure to complete the MWBE Utilization Plan or Waiver may deem your bid non-responsive.

The Term of this contract shall be for a period of two (2) years with the option to extend, at NYCHA’s sole discretion, for up to three (3) one-year renewals.

A non-mandatory virtual Pre-Bid Conference will be held on Wednesday, January 31, 2024, at 10:00 AM, and will be conducted remotely via Microsoft Teams meeting. Although attendance is not mandatory at the Pre-Bid Conference, it is strongly recommended that all interested Bidders attend, and that Bidders thoroughly review bid documents in advance of the meeting. Please note that in the event NYCHA receives no responses in connection with this RFQ by the original bid submission deadline, the bid submission deadline shall be extended automatically for seven (7) calendar days. The foregoing extension does not in any way limit NYCHA's right to extend the bid submission deadline for any other reason. Prior to submitting a bid, please confirm that your bid response includes all required forms and documentation and that all required forms and documentation are properly completed, signed, and notarized, where applicable.
