The New York State Office of Children and Family Services (OCFS), Commission for the Blind, hereinafter known as the Commission, as authorized under the Federal Randolph Sheppard Act of 1974, the New York State Unconsolidated Laws, Section 8714-a, the New York State Social Services Law, Sections 20(3)(d) and 38, and the New York State Public Buildings Law, Section 3(13), is soliciting bid proposals for automatic vending machine and micro mart service for the purpose of providing income, benefits, and services to legally blind New York State residents.

The Commission requires automatic vending machines and micro mart services at the following location. For the purpose of this IFB, the address listed below shall constitute the location: The United States Postal Service (USPS), 5640 Taft Road, Syracuse, NY 13220

Gross Sales

The previous agreement to provide vending machine services for the United States Postal Service at the Taft Road location was agreement XDS1243, which had total gross sales of $88,500 for the three (3) year term of 11/10/2019 – 11/9/2022. The previous agreement to provide one micro mart service for the United States Postal Service at the Taft Road location was agreement XDS1242, which had a total value of $681,000 for the three (3) year term of 11/10/2019 – 11/9/2022.

Approximately $33,050 in total gross sales was reported for vending machine services and approximately $273,500 for micro-market services for a 12-month period of 10/1/2021 to 9/30/2022.

The Total Gross Sales dollar amount provided herein was reported by the vendor to NYSCB, for the period of time stated, and is meant to be representative of Total Gross Sales generated by the United States Postal Service (USPS) location. This Total Gross Sales amount does not represent a commitment or guarantee that these locations will generate any specific level of sales or revenue.

This IFB is soliciting bid proposals from vendors who are bidding to and agree to provide both the automatic vending machine and micro mart services specified in this solicitation. Prospective bidders must have previous experience in providing automatic vending machine services and/or micro marts.
