INTERSECTION IMPROVEMENT FEASIBILITY STUDY
Description:

Notice is hereby given that the County of Putnam is seeking to retain a consulting firm to complete engineering evaluations of several County intersections to determine the feasibility of improvements for future planning purposes.

The scope of work will include, but not be limited to, gathering and collecting information, performing field surveys, performing signal warrant analyses, performing peak hour capacity analyses, performing alternative analyses, developing conceptual sketches and preparing a final report presenting finding and recommendations.

All tasks and deliverables shall be completed, submitted and invoiced no later than June 30, 2023.

This project will be financed through the Unified Planning Work Program (UPWP). Therefore, Federal contracting requirements shall govern this contract.

The County of Putnam will select the most highly qualified firm according to the following criteria, listed in order of decreasing importance:

Firm Experience & Qualification of Project Team 35 points

Project Understanding & Proposed Approach 25 points

Organizational and Financial Responsibility 10 points

Familiarity with Federal & State Requirements 10 points

Logistics and Familiarity with the Project Area 10 points

Cost 10 points

There is no DBE utilization level goal for this project. However, DBEs are encouraged to submit proposals in response to this solicitation. Other proposers are encouraged to submit DBE subconsultants where appropriate.

Designated firms must submit proof of authority to practice engineering/land surveying in NYS (as appropriate) immediately upon designation.

Subconsultants, subcontracting and/or joint ventures are permitted.

Proposals must be filed on or before December 7, 2022 at 1 p.m. through the County's Bonfire Procurement Portal.

The County of Putnam officially distributes procurement documents from the Putnam County Purchasing Department or through the Empire State Purchasing Group’s Regional Bid Notification System. Copies of procurement documents obtained from any other source are not considered official copies. If you have obtained the documents from a source other than the Putnam County Purchasing Department or the Empire State Purchasing Group’s Regional Bid Notification System, it is recommended that you obtain an official copy.

Only those vendors who obtain bidding documents from either the Putnam County Purchasing Department or the Regional Bid Notification System are guaranteed to receive addendum information if such information is issued. All addenda so issued shall become part of the Contract Documents.

The New York State Department of Transportation, in accordance with Title VI of the Civil Rights Act of 1964, 78 State. 252, 42 USC 2000d to 2000d-4 and Title 49 Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation and Title 23 Code of Federal Regulations, Part 200, Title VI Program and Related Statuses, as amended, issued pursuant to such Act, hereby notified all who respond to the related solicitation, request for proposal or invitation to bid that it will affirmatively insure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, sex, age, disability/handicap and income status in consideration of award.
