Description:

The City University of New York’s (“CUNY” or “University”) Central Office of University Advancement is soliciting proposals from vendors that can furnish and provide access to a commercial off the shelf database (“Solution”) designed to help higher education institutions gain insights into alumni, companies, and other current and prospective donors. The specific requirements for this Solution are described in further detail under Part 3 of the RFP, which is attached herein.

Proposers are advised to review all sections of the RFP carefully, with particular attention to RFP Part 10, Section 5: How to Submit a Proposal when preparing a Proposal response.

The Procurement Lobbying Act (PLA) Applies to this Solicitation.

Compliance Procurement Lobbying Act
Required Forms: Vendor shall complete, sign and submit the following forms if they are selected.
1. “Offerer’s Affirmation of Understanding of and Agreement pursuant to State Finance Law § 139-j (3) and § 139-j (6) (b)”
2. “Offerer’s Disclosure of Prior Non-Responsibility Determinations and Certification of Compliance with State Finance Law §139-j and §139-k”.

Under the requirements of the State Procurement Lobbying Act all communications regarding advertised projects are to be channeled through the Office of the Executive Director of Strategic Sourcing and Chief Procurement Officer (*Designated Contacts). Until a designation is made, communication with any other CUNY employees concerning this project that is determined to be an attempt to influence the procurement may result in disqualification.

Contact with CUNY:
Under the requirements of the PLA, all communications regarding advertised projects are to be channeled through the Designated Contact. Communication with respect to this procurement initiated by or on behalf of an interested vendor through others than the Designated Contact may constitute an “impermissible contact” under NYS law
and could result in disqualification of that vendor.
