SCOPE

The County of Rockland Purchasing Division is requesting pre-qualification submissions from Retail Energy Supply Companies for the provision of Electricity and Natural Gas services. This request will allow the County of Rockland along with our Energy Consultant Noresco, LLC to review the qualifications of firms prior to the issuance of a formal bid. The County of Rockland will issue a bid through an invite-only process to those firms who have pre-qualified through this process.

This pre-qualification process is being conducted in accordance with General Municipal Law, Section 103.15.

The County of Rockland has three (3) contracts in place for Firm Electricity set to expire October 31, 2023, Interruptible Natural Gas set to expire December 31, 2023, and Firm Natural Gas set to expire June 30, 2024. The Retail Energy Supply Companies must submit qualifications for the provision of electricity, natural gas or both services.

Due to the volatility in the market the County of Rockland and the County’s Energy Consultant have determined it is in the best interest of the County to pre-qualify firms to expedite the bid award selection process.

The County of Rockland officially distributes bidding documents through BidNet Direct or the Bonfire System. Copies of bidding documents obtained from any other source are not considered official copies. Only those vendors who obtain bidding documents from either Bid Notification System are guaranteed to receive all attachments, drawings or addendum information, if such information is issued.
