Description: The New York State Department of Environmental Conservation is seeking proposals from Contractors who have the ability to make modifications to the length and equipment of two Department owned Research Vessels. The first vessel has a 45 feet 9 inch overall length, 17 feet breadth, and 55 long tons lightship displacement, referred to as R/V Seth Green; and is located in Cape Vincent. NY. The second vessel has a 42 feet overall length, 16 feet breadth, and 38.5 long tons lightship displacement, referred to as R/V Argo; and is located in Dunkirk, NY. The Vessels can safely travel to shipyards located throughout the Great Lakes, the New York State Barge Canal, the greater New York City area (including northern New Jersey), Long Island Sound, and Block Island Sound (including Narragansett Bay and Buzzards Bay in Rohde Island). However, the Vessels are unable to safely transit to a shipyard farther north or south along the Atlantic coast. Pursuant to the State Finance Law Sections 139-j and 139-k, this RFP includes and imposes certain restrictions on communications between a Governmental Entity and a Proposer during the procurement process.
