TITLE: Refuse Removal, Recycling and Disposal Services For The Port Authority New Jersey Marine Terminals Sign Shop – Two-Year Contract

NOTE: The Response to this Qualification Based Selection Process (QBSP) should be submitted in three (3) files. One with the completed QBSP book (saved as QBSP); one file containing the Cost Proposal (saved as Cost Proposal); and one file containing the QEP (saved as QEP).

RESPONSE DUE DATE: 11/18/22

The Port Authority of New York and New Jersey will allow for the digital submission of certain proposals using the Bonfire platform, accessible via the link https://panynj.bonfirehub.com/portal/?tab=login . Proposers MUST register in order to download the solicitation documents and associated information regarding the referenced solicitation and in order to upload proposal submissions. Registration on the Bonfire platform requires a separate and distinct registration from all other Port Authority platforms.

Sealed proposals for the referenced solicitation will be received by the Port Authority any time up to but not later than the due date and time indicated in the solicitation document. The Port Authority will accept only those proposals in electronic format, and in the same readable Adobe PDF or in the format as provided by the Port Authority. Proposal submissions will be accepted by upload only at https://panynj.bonfirehub.com/portal/?tab=login and must be uploaded timely so as to be received by the Authority by the deadline in order to be considered.

Hand deliveries and mailed deliveries (e.g., UPS, USPS) will not be accepted. The Port Authority may request an original, signed paper submission at any time following the Proposal Due Date. If requested, such original, signed paper submission must be identical to the electronic submission. In the event of a discrepancy, the electronic submission shall control.

Questions concerning this solicitation shall be addressed only to the Buyer.

The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all proposers that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
