DESIGN-BUILD SERVICES FOR NYS ROUTE 33 KENSINGTON EXPRESSWAY PROJECT

THE NEW YORK STATE DEPARTMENT OF TRANSPORTATION (NYSDOT) WILL ISSUE A REQUEST FOR QUALIFICATIONS (RFQ) TO OBTAIN A STATEMENT OF QUALIFICATIONS (SOQ) FROM FIRMS INTERESTED IN PROVIDING DESIGN-BUILD SERVICES FOR THE NYS ROUTE 33 KENSINGTON EXPRESSWAY PROJECT FROM HIGH STREET TO NORTHLAND AVENUE LOCATED IN REGION 5 IN ERIE COUNTY.

The estimated value of this contract is forecasted to be between $900 million - $1.0 billion.

The work envisioned for this project will include:
• Reconstruction of approximately 6,300 feet of NYS Route 33 (Kensington Expressway), including replacement of approximately 4,150 feet of the depressed expressway with a tunnel from Dodge Street to Sidney Street, with required electrical, mechanical, and life safety systems.
• Creation of green space on top of the tunnel, including the planting of approximately 500 trees that will create a layout like the planting approach used for the historical Humboldt Parkway.
• Reconstruction of Humboldt Parkway in both the northbound and southbound directions, including sidewalks, curb ramps, pedestrian signals, and pavement markings to create pedestrian crosswalks, bicycle lanes, and parking lanes.
• Elimination of partial interchanges at Northampton Street and East Utica Street.
• Demolition of existing bridges and retaining walls.
• Replacement of drainage systems, including construction of pump stations.
• Replacement of traffic signals and installation of Intelligent Traffic Systems (ITS).
• Replacement and installation of street lighting.

A Best Value selection process will be used that will have two steps. A Request for Qualifications (RFQ) is anticipated to be issued in March 2024. Responses to the RFQ will be evaluated to establish a listing of Design-Build firms that will be invited to submit Proposals in response to a Final Request for Proposals (RFP), scheduled to be issued in July 2024. The “Best-Value” selection process will evaluate the ability of the Design-Builder to manage the Design-Build process, design, construct and control the Project to provide a quality product, on or ahead of schedule, for a reasonable lump sum price within the Department’s project budget.

The RFQ will establish the pre-qualification process for the firms seeking to be short-listed as proposers and will provide full details of the Statement of Qualifications (SOQ) required from interested firms.

The Department reserves the sole right, without incurring any liability, to change any aspect of the proposed procurement described above, including the right to not proceed with the procurement and/or right to proceed in a different manner or on a different timeline than as described above.
