CSBG Training and Technical Assistance

The Department of State (Department) seeks to solicit qualified interest in providing Community Service Block Grant (CSBG) funded entities with capacity building through training, technical assistance and program support. See below for a more detailed list of the anticipated services.


The New York State Department of State (DOS) Division of Community Services administers federal CSBG funds. The Community Services Block Grant Act, with guidance provided by the U.S. Department of Health and Human Services (HHS), calls for the provision of training and technical assistance for CSBG-funded Community Action Agencies (CAAs) that require such assistance to comply with federal funding and national performance standards, including but not limited to Results Oriented Management and Accountability Certification and performance. CAAs are federally designated as the frontline resource for people living in poverty, providing direct services and support for education, employment and family support services for families with low incomes. In addition to the direct services they provide, CAAs are leaders in promoting community economic development through community partnerships and inter-agency collaborations.

DOS seeks a qualified organization to provide training and technical assistance (T/TA) to CAAs for a term anticipated to be five years. Services sought include:

  • Training and Technical Assistance targeted to CAAs
    • E-Learning Coursework
    • Webinars on technical topics pertaining to issues impacting CSBG funded entities
    • Training and instruction related to grantee performance
    • Individualized trainings to CAAs based on needs identified by DOS and/or CAA requests
    • Update the Executive Director/Chief Executive Officer Manual
    • Host an Emerging Leaders Institute to provide CAAs with an opportunity to explore leadership styles, develop leadership skills, and empower themselves and others
    • Host seminars, including but not limited to:
      • A professional development seminar series
      • Executive Director Seminar
      • New Executive Director Training
      • National Standards training: technical assistance to CAAs to help them meet and comply with Organizational Standards for “CSBG Eligible Entities” which, under Information Memorandum 138, is “a component of a larger performance management and accountability system for CSBG.” This may include orientation for boards of directors, new executive directors and program managers.
    • Education, Outreach and Reports
      • Coordinate five Regional Meetings of CSBG Network annually to provide updates from the national CSBG network and training on priority topics relevant to funded entities
      • Coordinate the New York Results Oriented Management and Accountability Alliance
      • Host appropriate and targeted List-Servs in the general areas of finance, human resources, information technology, CAP 60 and CAP Systems users
      • Host an annual statewide Conference to provide CAAs with training and networking opportunities
      • Partner with the Community Action Angels New York to assist with the promotion of volunteer trainings and the annual Meeting of the Minds Conference
      • Report preparation: prepare and distribute reports developed through the collection of population level poverty data specific to New York State. Distribution must be through several forms including print, web posting, and electronic media.

        • Community Action Resource Guide
      • Monthly newsletter: produce and disseminate a monthly newsletter to keep the network and stakeholders apprised of issues/events relevant to CSBG funded providers.
    • IT Support
      • NY CARES Engagement Network Tool: Make the tool available to all CSBG funded entities; provide training and technical support
      • Website update: update website and in that process collect and publish client success stories from CAAs that will be readily available to the public and others.


  • Qualified entities will have knowledge of these Organizational Standards and how they apply to the performance and work of community action agencies
  • Qualified entities will have knowledge and experience with Results Oriented Management and Accountibility (ROMA) system and theories
