NYC Health + Hospitals is seeking a supplier for Biomedical Management Services that are comprised of a biomedical maintenance program, equipment management/cleaning, warehousing/equipment transportation, and medical equipment IT support. In addition, the supplier will manage NYCH+H’s unionized employees to perform biomedical services. NYC Health + Hospitals’ vision is for all four service pillars to operate as one program. The program will be led by a key account executive with a dedicated onsite management, operations, and administration team. The proposal will successfully build a team based upon NYC Health + Hospitals’ scope of each service. Biomedical maintenance will manage all equipment across all Facilities. Whereas the onsite equipment management team will be fully dedicated to inpatient areas at the Acute Care Hospitals only. Both the Biomed IT and Warehouse will support all Facilities through Central Office oversight. Current medical equipment that will be under the program is approximately 110,000. Any non-management personnel recruited and assigned to this program, will be unionized employee or be paid prevailing wages as consistent with NYC Health + Hospitals collective bargaining agreements and applicable law. The program will service the 11 Acute Care Hospitals “Hospital”, five Skilled Nursing Facilities “SNF”, one Long Term Acute Care “LTAC”, Gotham Health network which includes six Diagnostics and Treatment Centers “D&TC” and 70 clinics under Gotham, and one Correctional Health Services “CHS”. Throughout this document, the term “Facility” will refer to all NYC Health + Hospitals and its entities. The terms “Supplier and Vendor” is defined as the supplier providing the proposed services under this RFP. The term “OEM” is defined as the original equipment manufacturer of the medical devices. NYC Health + Hospitals requests a proposal for a term of eight years with two one (1) year options for renewal. In the initial three years NYC Health + Hospitals may terminate with cause, and after year three NYC Health + Hospitals may terminate without cause with 180-days’ notice. NYC Health + Hospitals reserves the right to accept all or none of the proposals submitted by Supplier. If options are available, NYC Health + Hospitals reserves the right to choose which combination best meets the NYC Health + Hospitals’ biomedical needs. If discounts or premiums are associated with the combinations of bids accepted the proposal should indicate the same.
