Description

New York City Economic Development Corporation (“NYCEDC” or “EDC”) is seeking qualified proposals for the disposition and development by an anchor tenant of an approximately 160,000 square foot shed space (the “Shed Space”) and approximately 55,970 square foot open space (the “Open Space”) on Pier 11 (collectively the “Site”) in Red Hook, Brooklyn. The Site is part of a larger parcel, owned by the Port Authority of New York and New Jersey (The Port Authority) and leased to NYCEDC, spanning Pier 11 and Pier 12, located on Atlantic Basin in a configuration that is, generally, parallel to and west of Imlay Street and between the Red Hook Container Terminal to the north and Pier 12 to the west.

The Site is an asset in NYCEDC’s PortNYC group, which oversees City- owned assets at or near port assets across the five-boroughs, including marine cargo terminals, rail facilities, cruise terminals, ferry landings, DockNYC sites, and aviation facilities. Through this request for proposals (“RFP”) NYCEDC is seeking plans to maximize the Site for flexible industrial warehousing and maritime operations.

Located in an M2-1 zoning area, the uses stipulated in the lease include light manufacturing, industrial warehousing, distribution, commercial maritime activities, and/or offshore wind innovation and R&D uses (which include but are not limited to testing and piloting of maritime- dependent technologies). No proposals will be considered which deviate from these uses, and, while these uses are proscriptive, we encourage proposals which offer innovative ways to reimagine these uses for the 21st century freight and industrial economy, including taking trucks off the road and other methods of greening more traditional freight distribution.

The selected respondent (“Awardee”) is anticipated to be offered the opportunity to use the site via a long-term sublease (the “Agreement” or “Sublease”) for an initial term of ten (10) years with two (2) options to renew at ten (10) years each and one (1) two-to five (2-5) year option, for a total term of 32-35 years. The term of the sublease cannot extend past the term of the Master Lease with The Port Authority, which expires December 2058. Any and all capital improvements required by the agreement will be the responsibility and at the cost of the Awardee and should be identified in the proposal described below. Entry into any lease agreement is expected to be subject to, and contingent upon, the successful selection of an Awardee(s) and receipt of all necessary approvals and permits related to the use and full operation of the facility.

NYCEDC plans to select a qualified respondent on the basis of factors stated in the RFP which include but are not limited to: the quality of the proposal and consistency with project goals; experience of key staff identified in the proposal; financial ability to support the site; a capital improvement plan; an environmental sustainability plan, and an MWBDE Participation plan.

It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDC’s projects and initiatives. This project has Minority and Women Owned Business Enterprise (“M/WBE”) participation goals, and all respondents will be required to submit an M/WBE Participation Proposal with their response. NYCEDC established the Contract Financing Loan Fund programs for Minority, Women and Disadvantaged Business Enterprise (M/W/DBE) interested in working on public construction projects. Contract Financing Loan Fund facilitates financing for short-term mobilization needs such as insurance, labor, supplies and equipment. A recommended site visit will be held on Monday, May 8, 2023, at 2:00 P.M. EST at Pier 11, Atlantic Basin. Those who wish to attend should RSVP by email to Pier11ShedSubleaseRFP@edc.nyc by 5:00 P.M. EST on May 4, 2023.

A recommended information session will take place on May 15, 2023, at 2:00 P.M. EST at the offices of NYCEDC, located at One Liberty Plaza, 14th Floor, New York, NY, 10006. There will be an option to join virtually. Those who wish to attend, either in person or virtually, should RSVP by emailing Pier11ShedSubleaseRFP@edc.nyc by 5:00 PM EST on May 11, 2023.
