NOTICE IS HEREBY GIVEN that the County of Wayne will receive sealed bids for:

Wayne County – Emergency Medical Services
  • Rose Substation, 4491 NYS Route 414, Rose, NY 14516
  • Sodus Substation, 6654 NYS Route 88, Sodus, NY 14551
  • Walworth Substation – 1870 Walworth Penfield Road, Walworth, NY 14568
Project Summary:

Construction of three (3) new EMS substations, one at each location. Each location (Rose, Sodus and Walworth) are vacant lots that will be improved to accommodate a new one-story 5,577 sf +/- building to serve as an Emergency Medical Service ambulance base to provide EMS service coverage countywide. All three buildings are similar to each other. With one being a mirror image of the other two. All three sites are unique and will be improved to accommodate the single story building, utilities, and associated site improvements.

Each new facility includes three (3) ambulance garage storage bays, mechanical space, and first responder living quarters including: administrative offices, kitchen, lounge, bathroom, exercise room, storage areas, decontamination as well as other miscellaneous support spaces. The Work is entirely new construction and will be awarded in five (5) prime construction contracts including: Site Construction, General Construction, Plumbing Construction, Mechanical Construction and Electrical Construction contracts.

The project work includes: site work, new utilities, concrete, masonry, structural steel, cold formed metal and wood framing, finished carpentry, thermal and moisture protection, firestopping and sealants, roofing, light gauge metal framed gypsum board partitions, interior millwork, doors, frames and hardware, glazing, interior finishes including flooring, ceilings and walls, specialties, signage, built-in furnishings; domestic water and sanitary plumbing; mechanical HVAC systems; electrical power, lighting, fire alarm, security, access control, exterior site improvements as well as other miscellaneous work as described in the contract documents.

The work is being phase to allow for sequential construction activities at all three locations and shall be completed within 18 months (550 Calendar Days). Work shall begin at the Sodus site, followed by the Rose Site beginning 90 days later, followed by the Walworth site which shall begin 60 days after the start of work at the Rose site. Work is expected to be underway at all three sites simultaneously. A milestone project schedule is included in the specifications.

Bid Date:

Such sealed bids must be clearly identified and filed with the Clerk of the Wayne County Board of Supervisors, 26 Church Street, Lyons, New York 14489, on or before 2:00 p.m. prevailing local time on Friday, April 5th, 2024, at which time said bids, will be publicly opened and read.

Prebid Meeting:

There will be a pre-bid meeting to review the project. The “Pre-bid Meeting” will be held on Wednesday, March 13th, 2024 @ 9:00 a.m. local time. Bidders shall meet in the first floor conference room just inside the main entrance of the Wayne County Public Safety Building located at 7376 NYS Route 31, Lyons, New York. All interested bidders are encouraged to attend this meeting. Contractors can visit the three project site locations anytime at their convenience Monday-Friday between the hours of 7:00 a.m and 5:00 p.m..

Questions and Requests for Information:

ALL PRE-BID REQUEST FOR INFORMATION and questions must be received in writing no later than 5:00 p.m. local time on Tuesday, March 19, 2024. All questions and requests will be formally responded to via addendum and issued to all registered plan holders. Only registered plan holders will receive copies of addenda.

Bid Documents:

Electronic and Printed Procurement and Contracting Documents: Documents may be obtained on or after 10:00 a.m. local time on Monday, March 4th, 2024, by contacting Dataflow, Inc.. Obtaining documents from Dataflow is the only way to become a registered plan holder. Only complete sets of documents will be issued. Only registered plan holders will receive copies of Addenda issued during bidding. Once registered as a plan holder, Dataflow will provide access to the plan room where bid documents can be viewed and orders placed.

  1. Deposit: Paper hard copies of bid documents are available from Dataflow for a refundable $100 deposit per set. Deposit shall be made by certified check in the amount of $100 made payable to County of Wayne. Deposits are only refundable within 30 days of bid date and will only be returned if drawings and specs are returned in useable condition in accordance with General Municipal Law Section 102.
  2. Distribution: Full sets of printed drawings and specifications will be provided to registered plan holders through Dataflow, Inc. Only full size, complete sets of drawings and specifications will be released to bidders.
  3. Shipping: Additional shipping charges may apply for any delivery requests.
  4. Electronic bid documents in .PDF format are available for purchase to registered plan holders on a nonrefundable, cash and carry basis through Dataflow, Inc. Upon payment, Dataflow will email plan holder a link to their FTP hosting site for downloading the files.

NOTICE:

The County of Wayne shall not be held responsible for the completeness or accuracy of any bid documents received by a vendor that were not directly issued to that vendor by Dataflow Document Management.

Any vendor submitting a bid based on incomplete or inaccurate information resulting from documentation received from any third party, shall not have cause for relief from award or completion of a contract in accordance with the official documents on file with Dataflow.

It is HIGHLY suggested that all vendors interested in participating in this bid, contact Dataflow directly at the address or telephone number listed in the advertisement of bid to assure they have received the most accurate and up to date material concerning this contract.

The County does not offer or supply anyone the list of people that have obtained a copy of these bid specifications or cost estimates for the project prior to the opening of the bid.

NO EXCEPTIONS ARE MADE TO THIS POLICY.
