Sealed, separate Bids for the construction of the WA.19 REDI Crescent Beach will be received by the Wayne County Clerk of the Board at the office of Wayne County at 26 Church Street, Lyons, New York 14489, until 2:00pm local time on July 24th, 2023, at which time the Bids received will be publicly opened and read. Crescent Beach is located on the southern shore of Lake Ontario in Wayne County, New York, between Charles Point bluff region to the west and the Lake Bluff region to the east. There is approximately 1.5 miles of shoreline along Crescent Beach, which is predominantly occupied by seasonal residences. Due to record high water levels and wave action in Lake Ontario over the past several years, the Crescent Beach barrier bar has significantly deteriorated. The project consists of constructing several new Barrier Rock Breakwaters along Crescent Beach to create a natural or nature-based shoreline stabilization system that will protect Crescent Beach from Lake Ontario wave action and enhance the overall resiliency of the barrier bar. The project will also aim to enhance habitat in nearshore areas along Crescent Beach and protect the Sodus Bay ecosystem.

A. Contract No. 1 – WA.19 REDI Crescent Beach

Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form.

Prospective Bidders may examine the Contract Documents on Mondays through Fridays between the hours of 9:00AM to 4:00PM.

Complete digital sets of Bidding Documents, drawings and specifications, may be obtained online through REVplans as a download following registration at this website : . Following registration, complete sets of Bidding Documents may be downloaded from the Issuing Office’s website as “zipped” portable document format (PDF) files. The Issuing Office charges a non-refundable fee of $100.00 (One Hundred Dollars) to download documents. The date that the Bidding Documents are downloaded will be considered the Bidder’s date of receipt of the Bidding Documents.

Partial sets of the Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda, if any, obtained from sources other than the Issuing Office.

Please note REVplans is the designated location and means for distributing and obtaining all bid package information. Only those Contract Documents obtained in this manner will enable a prospective bidder to be identified as an official plan holder of record for notification of addendums. The Provider takes no responsibility for the completeness of Contract Documents obtained from other sources. Contract Documents obtained from other sources may not be accurae or may not contain addenda that may have been issued.

CASH DEPOSITS WILL NOT BE ACCEPTED. ALL HANDLING COSTS (MAIL, DELIVERY SERVICES, ETC.) SHALL BE THE RESPONSIBILITY OF THE BIDDER.

Each Bid must be submitted on the prescribed Bid Form and accompanied by Bid security, as prescribed in the Instructions to Bidders. The Successful Bidder will be required to furnish the additional bond(s) prescribed in the Bidding Documents.

In order to perform public work, the Successful Bidder and Subcontractors prior to contract award shall hold or obtain such license as required by State statutes, and Federal and local Laws and Regulations. Bids will not be accepted from Bidders that have been barred from competing on public works under General Municipal Law 5A-103-b.

Purchase made by Wayne County are not subject to any Federal, State or local sales tax. Bidders shall not include in their bid sales and compensating use taxes on the cost of materials. Exemption certificates will be executed upon request.

M/WBE utilization is strongly encouraged. The contractor will be required to document its conscientious and active efforts to utilize M/WBE’s for this Contract.
