The Dormitory Authority, State of New York (DASNY) seeks proposals from qualified consultants capable of providing Elevator Inspection and Consulting services. The objective of this procurement is to establish term contracts with multiple consultants to provide required services for multiple assignments, with a wide range of clients and facilities. Inspection / Consulting services may involve new and existing elevators, escalators, moving walks, dumbwaiters, platform lifts, and other equipment required by the Authority Having Jurisdiction (AHJ). Inspections performed must follow the required codes for the State of New York, the City of New York, any reference standards and the latest revisions as adopted.

Interested Respondents must have experience providing the required services described in the RFP.

DASNY’s goal is to select and contract with multiple firms Statewide to provide sufficient coverage of services for clients located in all New York State regions. Consultants will be selected to maximize coverage as required to meet the needs of our clients. It is DASNY’s intent to provide opportunities for NYS Certified Minority and Women-Owned Business Enterprises (M/WBE), NYS OGS Service-Disabled Veteran-Owned Businesses (SDVOB), as well as to small and new consultants as feasible. Services will be requested and contracted on an as needed basis and the type and value of each project will vary. Selection as a consultant does not guarantee that future work will be awarded.

As part of this RFP, each firm is required to certify that the firm is not an ‘entity conducting business operations in Russia.’

Pursuant to Executive Order No. 170.1 – Uniform Guidelines for Responsibility Determinations, Executive Order No. 125 – NYS Vendor Responsibility Questionnaire and Executive Order No. 192 – Continuing Vendor Integrity, DASNY may only award a contract to a responsible proposer. A responsible proposer must have the integrity to justify the award of public dollars and the capacity to perform the requirements of the contract fully. The proposer must file a vendor responsibility questionnaire with DASNY. The questionnaire provides the proposer an opportunity to self-disclose any issues and provide necessary information, which DASNY will use as part of its determination.

The deadline for responses to the RFP is 3:00 pm on January 4 18, 2024. Responses received after this date will not be accepted.

In accordance with State Finance Law § 139-j and § 139-k, this solicitation includes and imposes certain restrictions on communications between Dormitory Authority personnel and an Offeror during the procurement process.
